This is the section on Discipline in the Student Bylaws of a (very strict) private institution of higher education in Puerto Rico.

I have found "hear the case" for "entender del caso," but since I'm not sure of the meaning of the following phrase, I don't know how to fit in the "todo." Also, I'm not sure that the courtroom language is appropriate for a committee in a private college. I will be asking at least one more question taken from this sentence, which has me stymied.
