Spanish term or phrase: cuando el Comité Académico exprese en forma oral o escrita
Sec. 1: El Comité de Disciplina **entenderá de todo caso** cuando el Comité Académico exprese en forma oral o escrita, siempre que se lleve ante él una querella escrita por la parte interesada de que ha ocurrido una falta grave.

This is the section on Discipline in the Student Bylaws of a (very strict) private institution of higher education in Puerto Rico.

I never know how to deal with this intransitive usage of the verb "expresar." To whom is the Academic Committee expressing what? If the complaint from the interested party has to be in writing, and if the Discipline Committee is going to hear the case, what is the Academic Committee's role in the proceedings? This is my second and, I think, final question taken from this sentence, which has me stymied.

Thank you in advance for any light you can shed. Puerto Rican Spanish to US English, please.

Explanation:
I think it's poorly written legalese but it probably means something like this:

"The Disciplinary Committee will deal with any issues raised by the Academic Committee either verbally or in writing, provided it can be shown a written complaint from an interested party regarding a serious incident/violation."

Explanation:
Based on the following definition of 'entender,' I think this may be the idea of the entire sentence.

entender
6. v. intr. Tener autoridad o competencia para intervenir en un asunto es un abogado que entiende en cuestiones fiscales. encargarse, llevar

Once the Academic Committee has expressed itself on the matter, whether in writing or orally, all cases shall be the (exclusive) responsibility of the Discipline Committee

I hope this helps, Jane.

Cheers from the Northern Mariana Islands (USA) :-)

My pleasure, Jane. And yes, I could see why you might consider employing a bit of explicitation in this case. As for Irma, let's hope she stays far away from the Isla de Encanto, and that PR doesn't get even half of what we got on Saipan with Souldelor in 2015!

Asker: Thank you, Marcelo! I like the ambiguity of your version. When the source text is unclear, it's risky to be explicit! However, I'm pretty sure, after multiple readings of the whole text, that the Academic Committee is simply asking the Discipline Committee to hear the case. And cheers to you, too, from soon-to-be-hit-by-Hurricane Irma Puerto Rico!

Asker: Oh my goodness, yes, Marcelo! I had to Google Souldelor--I knew it as Typhoon Hanna. That was terrible!
