Source text - French L’initiative sectorielle en faveur du coton a été présentée à l’OMC en mai 2003 au nom des quatre pays que sont le Bénin, le Burkina Faso, le Mali et le Tchad.
Ces quatre pays, comme vous le constatez sont des PMA et une bonne partie de leur économie dépend de la production du coton.
Depuis les indépendances, ces pays ont constamment amélioré et augmenté la production de cette matière première au point d’en faire la seule filière pourvoyeuse de devises étrangères et d’emplois à la ville comme à la campagne.
En effet, le coton était devenu le poumon économique de ces pays. Il pourvoyait de l’emploi à la campagne, dans les usines d’égrenage, dans les huileries à base de graine de coton, dans les usines de filature et dans les transports. Les activités bancaires n’étaient pas de reste.
D’autres pays africains, moins dépendants du coton avaient néanmoins une partie de revenus de leurs paysans liés à la culture de cette matière première.
Au total 36 pays africains et d’autres pays membres des ACP ont des intérêts liés à la culture du coton.
Dans la même période à peu près, certains pays développés comme les Etats-Unis d’Amérique et l’Union Européenne (Grèce et Espagne) ont décidé de stimuler la production du coton dans leur espace économique en allouant d’énormes subventions à leurs producteurs de coton (faim-bill aux Etats-Unis et (PAC) en Europe).
C’est ainsi que la poignée de cotonculteurs aux Etats-Unis au nombre de 25.000 reçoit par an à peu près 5 milliards de dollars US comme subventions.
En Europe, les producteurs de coton sont moins nombreux, le volume de subventions est moins élevé, mais il est néanmoins la subvention la plus élevée à l’hectare.
Translation - English The Sectorial Initiative in Favour of Cotton was presented to the WTO in May 2003 by four countries: Benin, Burkina Faso, Mali and Chad.
As you know, all four of these countries are LDCs, and a significant part of their economies depends on the production of cotton.
Since gaining independence, these countries had constantly improved and increased the production of this commodity, to the point where it had become the only source of foreign currency and jobs, both in urban and rural areas.
In point of fact, cotton had become the mainstay of these countries' economies. Cotton provided jobs in rural areas, in de-seeding plants, cottonseed oil mills, spinning mils and in the transport sector. Not to mention the banking sector.
In other African countries that were less dependent on cotton, cotton production still accounted for a part of their farmers' earnings.
In all, some 36 African countries, as well as several other ACP Member States, have an interest in cotton production.
At approximately the same period, certain developed countries, such as the United States of America and the European Union (Greece and Spain) decided to boost cotton production by providing cotton producers with enormous subsidies (through the Farm Bill in the United States, and the CAP in Europe).
As such, each year, the 25,000 cotton producers in the United States--a mere handful--receive some 5 billion US dollars in subsidies.
In Europe, which has fewer cotton producers, the total volume of subsidies is lower, but cotton subsidies are still the highest per hectare.

L’activité des différents marchés sur le 2ème trimestre semble confirmer une amélioration de la consommation dans les différentes technologies, à des niveaux restant toutefois inférieurs à ceux d’avant crise.
L’activité conserve à la marque (XXX et YYY) a bénéficié d’une croissance volume soutenue, portée pour partie par l’extension de la gamme innovante « vapeur » à de nouveaux produits (maïs, haricots verts, pois carottes, …) et de nouveaux boîtages (boîtes 4/4). Le second semestre verra le développement de la gamme aux Pays-Bas et en Italie.
L’activité MDD, bien que positivement orientée en volume, subit sur le 2ème trimestre les baisses de prix prévues, qui pèseront plus largement sur le chiffre d’affaires et la rentabilité du 2ème semestre de l’exercice.
Hors zone Europe
L’activité hors zone Europe confirme la croissance à taux de change et périmètre constants enregistrée au 1er trimestre ( 5,5 % contre 4,5 %).
Bénéficiant d’un effet de base favorable, l’Europe Orientale enregistre comme au 1er trimestre une hausse très significative de son activité tant en volume qu’en valeur.
Cette excellente performance est contrebalancée par les baisses de prix consenties en Amérique du Nord (résorption de surstocks et renforcement du dollar canadien versus dollar US) et aux effets de conversion en dollar canadien des ventes en dollar américain.
Translation - English Europe zone
Second-quarter business in the various markets seems to confirm an improvement in consumption across all processing technologies, but which still falls short of pre-crisis levels.
Branded canned-vegetable sales (XXX and YYY) showed sustained volume growth, which reflected, in part, the extension of the innovative "steamed vegetables" range to include a number of new products (sweet corn, green beans, peas, carrots,...) and packagings (4/4 boxes). In the second half of the year, the range will be extended to the Netherlands and Italy.
Second-quarter distributor-brand sales, while trending positively in terms of volume, were impacted by anticipated declines in market prices, which are expected to have a greater effect on turnover and profitability in the second half of the year.
Non-Europe Zone
On a LFL basis at constant foreign exchange rates, non-Europe Zone sales figures confirmed the growth recorded in the first quarter (5.5% as opposed to 4.5%).
As was the case in the first quarter, Eastern Europe, reaping the benefits of a favourable base effect, saw a marked increase in activity, both in terms of volumes and value.
This excellent performance was offset by the lowering of prices in North American markets--due to the absorption of surplus stock, and strengthening of the Canadian dollar against the US dollar, and to the conversion of US-dollar sales into Canadian dollars.
