Az IT3 Körkép Társadalmi perspektívák rovatának eddigi részeiben a közeljövő néhány izgalmas – elsősorban gyakorlatiasabb – változásával foglalkoztunk. Ebben a számban figyelmünket egy kissé elvontabb téma, az információs társadalom fogalmának és genezisének, illetve jövőbeli esélyeinek rövid áttekintése felé fordítjuk.
„A név kötelez”
Az információs társadalom jellegzetességeinek vizsgálatával kapcsolatban túlságosan is gyakran találkozhatunk azzal a túlzottan konceptualizáló igyekezettel, amelynek eredménye sok esetben egészen egyedi és különös fogalmak megszületése, melyek sokszor azonban mindössze a szükségszerűen megjelenő logikai tisztázatlanságok elfedésére szolgálnak.
Jogosan merülhet fel a kérdés, hogy miért bírnak ekkora jelentőséggel az egyes elnevezések? Valamely korszaknak, valamely társadalmi jelenségnek nevet, definíciót adni nem más, mint kiterjeszteni rá a „hatalmunkat”, bizonyos mértékben ellenőrzésünk alá vonni azáltal, hogy létezőnek és igaznak tekintjük, és ami még ennél is fontosabb: ezt másokkal is el kívánjuk fogadtatni. Minden kellőképpen megalapozott, s a köztudatba bevezetett elnevezés a gondolkodásmódunk, így a minket körülvevő valóság, végső soron pedig a jövő befolyásolására is alkalmas. Sőt, nem érdemes megfeledkeznünk a tudomány szféráján belül rendelkezésre álló „szűkös erőforrásokért” való küzdelemről sem, ami az egyes diszciplínák önlegitimációjának megteremtéséről, prózaibb formában pedig a forrásszerző képességük biztosításáról szól. Különösen fontossá és izgalmassá vált ez napjainkban, amikor egyre több akadémiai indíttatású vállalkozóval, illetve vállalkozással találkozhatunk (elsősorban az USÁ-ban), akiknek értelemszerűen érdekük a saját fogalomrendszerük és elméletük kanonizálása. Ebben a folyamatban már előszeretettel keveredik a hagyományos akadémiai szféra, a tudományos ismeretterjesztés, a publicisztika, a marketing és a politikai tervezés eszköztára, ami – valljuk be – szintén megnehezíti a tisztánlátást.
Az elmúlt néhány évtizedben a társadalomtudományok területén az „új korral” kapcsolatos társadalmi-gazdasági változásokat leírni hivatott kifejezések burjánzásának, és az ezek mögött meghúzódó, egymással vitázó vagy éppen egyetértő elméletek valóságos reneszánszának lehettünk tanúi. James Beniger 1986-ban megjelent könyvében nem kevesebb mint 75 olyan 1950 és 1985 között megjelent, akadémiai vagy széles körben ismert publikációban előforduló elnevezést gyűjtött össze, amelyek valamilyen módon a változó társadalmi környezetre reflektáltak (Beninger 1986, idézi: Barney 2004).
Nyilvánvaló, hogy ezeknek az elnevezéseknek egy része egyértelmű ideológiai telítettséggel bír, azaz többé-kevésbé a névadók által titkon vagy nyíltan áhított világot jelenítik meg (jó példa erre a „felvilágosodás”, vagy a „tudástársadalom” kifejezés), míg más esetekben ez az ambíció hiányzik, és inkább az objektív, úgymond „értéksemleges”, egyszerű leíró, strukturáló tartalom a meghatározó.
Az információs társadalom
Bár az információs társadalom fogalma már az 1960-as évek első felében megjelent, térnyerése és felfutása egyértelműen az elmúlt két évtizedben következett be, nem utolsósorban az előbbiekben bemutatott „konkurens” fogalmak már említett problematikussága miatt.
Az információs társadalom önálló elméletének kialakulása együtt kellett járjon a nyilvánvalóan megjelenő kritikai attitűd háttérbe szorításával, majd feladásával, hiszen a széles körű elfogadottság feltétele volt az elmélet kellő mértékű „domesztikálódása”, és hogy világossá váljék, nem aspirál világmegváltó szerepre. Kétségtelen, hogy az „információs társadalom” kifejezés első hallásra nem hordozza magában azt a látens üzenetet, hogy valamely, néven nevezett kor meghaladásáról, esetleg valami kevésbé kellemes jövő beköszöntéről van szó. Ehelyett jól illeszkedik a nyugati gondolkodás liberális hagyományaihoz, a haladásba vetett pozitivista hit pedig egyben a helyét is kijelöli az ideológiai spektrum viszonylag biztonságos középvidékén.
Az információs társadalom elméletének kritikusai többnyire a „folytonosság versus új korszak” szinte örök dilemmájából indultak ki. A leggyakoribb, vissza-visszatérő és némiképpen „felforgató” kritikai észrevétel éppen az, hogy ez nem más, mint a fennálló rendszer, a gazdasági-technokrata elitek által uralt világ hegemóniájának fenntartására irányuló ideológia. Szelídebben fogalmazva: elismerve az infokommunikációs technológiák óriási mértékű fejlődését és társadalmi elterjedését, továbbra is megállja a helyét az a tétel, mely szerint ezek nem eredményeztek alapvető változásokat a társadalmi folyamatokban, így továbbra sem beszélhetünk a korábbitól radikálisan eltérő fejlődési irányokról. A technológia áthatja ugyan a gazdaság és a politika alrendszereit, az eszközök és a technikák megváltoznak ugyan, azonban az alapelvek, az uralkodó célok nem lépnek ki a korábbi kereteik közül. Végeredményben tehát nincsen szó a kapitalista ipari társadalom modelljének meghaladásáról (Kumar 2005: 58).
Könnyű belátni, hogy amennyiben az értelmezési síkok ideológiai karakterét hagyjuk eluralkodni, igen turbulens vizekre kerülhetünk.
Az információs társadalom elméletek tudományos legitimációjának aligha megkerülhető sajátossága, hogy megfogalmazásuk nem a klasszikus tudományos szférán belül történt. A diskurzuson belül, annak kialakulásában elsősorban olyan művek voltak meghatározóak, amelyek a hagyományos akadémiai szférában kétségtelenül kisebb presztízzsel bírtak. Bár Fritz Machlup úttörő jellegű közgazdasági munkája (Machlup 1962) komoly elismertséget szerzett, aligha tévedünk, ha azt állítjuk, hogy a „business guru” Peter Drucker és a futurológiával foglalkozó Toffler házaspár munkái jóval nagyobb közönséghez értek el, aminek következtében mindhárman megkerülhetetlen szereplőivé váltak az információs társadalom elmélet genezisének, bár megjegyzendő, hogy magát a kifejezést ők még nem használták. (Drucker 1969, Toffler 1970). Mint ismeretes, az „információs társadalom” kifejezés első használata (joho shakai) japán kutatók nevéhez köthető (lásd Z. Karvalics 2007, Barney 2005: 7).
Talán az sem volt véletlen, hogy az 1970-es években messze a legnagyobb hatású mű szerzője, Daniel Bell is kívülről, az újságírás területéről érkezett az „új kor” teoretikusainak mezőnyébe. A poszt-indusztriális társadalom eljöveteléről szóló könyve hosszú évtizedekig megkerülhetetlen volt, és sokan ma is ezt tekintik annak az elméleti „kályhának”, ahonnan el lehet indulni (Bell 1999). Az, hogy könyvét itt említjük, jól jelzi, hogy az elméletek és szerzők irányzatok szerinti „vegytiszta” csoportosítása nem lehetséges.
Míg az 1960-as években megjelent munkák inkább pozitív izgalommal, eufórikusan nyilatkoztak a jövőről (bár Toffler az általa szuper-indusztriálisnak hívott társadalmak negatív hatásait is elemezte), addig a következő évtizedben már felbukkantak azok a kritikai megközelítések, amelyek súlyos társadalmi feszültségeket és konfliktusokat is előrevetítettek.
Itt érdemes megállni egy pillanatra és felfigyelni arra a fogalmi gazdagságra, amely már ezekből az első munkákból is körvonalazódik: ekkor születtek meg a tudásipar, a tudásalapú gazdaság, a tudásszektor fogalmai. Vagyis az információs társadalom elméletek már megszületésük pillanatában fragmentáltak és implicitek voltak. Fragmentáltak, mert a társadalmi jelenségek egy-egy csoportjára vonatkoztak csak (ez persze értékmentes állítás), illetve implicitek, abban az értelemben, hogy más és más fogalmakat használtak ugyanannak a jelenségnek – ti. az információs társadalomnak – a leírására. Az ITE kánon konstrukciója ezért visszamenőleges és kezdetben képlékeny: különböző helyekről kellett összeszedni a releváns elméleteket, fogalmakat, és ez a sokszínűség (olykor bizonytalanság) még a mai napig érezteti hatását.
Ugyan a kommunikációs technológiák fejlődése már az 1960-as évektől kezdődően töretlen volt, nem kétséges, hogy a legnagyobb hatású és leglátványosabb változásoknak inkább csak az 1980-as évek második, illetve az 1990-es évek első felétől lehettünk tanúi. A számítástechnika széles körű – immár a háztartásokat is érintő – elterjedése, az internet (e-mail, WWW) és a mobiltelefonok villámgyors karrierje ugyanakkor az ITE részleges átalakulását is magával hozta. Megjelentek azok a leegyszerűsítő és a korábbi jelentéstartománynál jóval szegényesebb meghatározások, amelyek az információs társadalmat egy alapvetően technológiaközpontú, a távközlés és a számítástechnika eszközeire visszavezetett fogalomként definiálták, kimondva-kimondatlanul visszalépve az elmélet korábbi, paradigmatikus és holisztikus felfogásából. Sőt, ismét megjelent a régi-új rivális, a tudástársadalom is, amely ekkor már többé-kevésbé mint az információs társadalmat felváltó, következő fejlődési szakaszként határozta meg önmagát (Z. Karvalics 2007).
Z. Karvalics László egy friss tanulmányában az információs társadalom narratívájának három egymásra épülő szintjét vázolja fel (Z. Karvalics 2007). Ezek között a különbség aszerint definiálható, hogy milyen absztrakciós szintből indulnak ki, és a vizsgált jelenségeket milyen mértékű komplexitásban próbálják megragadni. Az első nagy csoportba azok a „nagy narratívák” tartoznak, amelyek a makroszintű civilizációelméletek legátfogóbb perspektíváját alkalmazzák. Nem kevesebbre, mint a társadalmi működés alapmechanizmusainak elemzésére vállalkoznak, arra törekedve, hogy a bekövetkezett – általuk világtörténeti korszakváltásként felfogott – folyamatokat egységes elméleti keretben határozzák meg.
E legmagasabb absztrakciós szint alatt találjuk azokat a „kis narratívákat”, amelyek nem kívánnak az előzőekhez hasonló univerzális, holisztikus diagnózisokkal szolgálni, viszont az absztrakció magas szintjén foglalkoznak az egyes társadalmi alrendszerek (a gazdaság, a média, a társas viszonyok, a politika stb.) átalakulásának kérdéseivel. Ennek az elemzési szintnek megkerülhetetlen klasszikus műve Manual Castells háromkötetes munkája (Castells 1996, 2000, 2003)
És végül érdemes megemlíteni azokat az alapvetően gyakorlatias és problémaorientált – „mini narratívákként” definiálható – megközelítéseket is, amelyek az absztrakció szempontjából az ITE legalsó szintjét képviselik. Itt nem minőségi stigmáról van szó természetesen, hanem a politika és a gazdaság legkülönbözőbb területein felmerülő konkrét igényekre, a mit és a hogyan kérdéseire adott, praktikus, de mikroszinten maradó, ám elméleti megalapozottságot sem feltétlenül nélkülöző válaszokról.
Mit hozhat a jövő?
Az elmúlt években minden kétséget kizáróan az információs társadalommal kapcsolatos elméletek lassú kiüresedésének lehettünk szemtanúi. Nem arról van szó, hogy elapadt az ezeket tápláló intellektuális muníció, talán még ma is születnek friss és újszerű megközelítések. Az információs társadalom fogalmát azonban túl sokan, túl sokfelé és túl sokféle célra kezdték el használni, ami menthetetlenül kikezdte korábbi szerepét.
Az alapvető kérdés úgy hangzik, hogy létezik-e (létezhet-e) egy olyan önálló tudományterület, ami az információs társadalom vizsgálatával foglalkozik?
Maga az információs társadalom nem egy elkülönült kontinens, nem független entitás. Ezt könnyű belátnunk, hiszen ha nem így lenne, akkor bizony léteznie kellene a társadalmi jelenségek olyan csoportjának is, amely kívül esik az információs társadalmon. Ez azonban ellentmondani látszik az elmélet alapvető logikájának.
Csupán egy példa. Vegyük akár az információs társadalom olyan tipikus szakterületeit, mint az e-kormányzat, vagy éppen az e-demokrácia. Nagyon hamar beláthatjuk, hogy az ilyen és ehhez hasonló „e-projektek” sorsát döntően meghatározzák a „nem e” tényezők, azaz a társadalmi folyamatok jóval szélesebb köre.
Egy tudományterület intézményesülését nem pusztán az abban részvevők szándékai határozzák meg. Az információs társadalom addig maradhat meg első számú magyarázó metaforának, amíg az információs, késő modern (vagy nevezzük bárhogyan) korszak többi metaforájánál nagyobb eséllyel kínál magyarázatokat a jelenségekre. Ez a metaforák közötti harc nem éteri tisztaságú. A divat logikáját követve egy idő után az újszerű, a szokatlan mindig előnyben van a már megszokotthoz és bevetthez képest. Az információs társadalom addig marad majd meg metaforaként, narratívaképző erőként, amíg izgalmas intellektuális teljesítményekkel igazolja használatát. E tekintetben egy nyitott végű történet szereplői és nézői vagyunk…
Translation - English Information society – past, present, and future
Under the heading of the IT3 Panoramic Social perspectives, we have, to date, dealt with some exciting – and first and foremost, more practical – changes to take place in the near future. In this issue, we turn our attention to a slightly more abstract topic – the concept and origin of the information society, as well as a brief survey of its future prospects.
“The Power of a Name”
Regarding the examination of the characteristics of the information society, we are all too often confronted by an overly conceptualized attempt that, in many cases, results in the birth of completely unique and unusual concepts that often merely serve to conceal the inevitably arising logical inconsistencies.
Justifiably, the question may arise: Why do certain names carry such significance? Giving a name or definition to an age or social phenomenon is no different than exercising our “power” over it. To a certain extent, we subject it to our inspection, thereby regarding it as existing and real, and even more importantly: we want to get others to accept it as well. It is well-founded that the names which are introduced into the general public consciousness are capable of influencing our way of thinking – and thus the reality surrounding us – as well as the future. Moreover, we must not forget about the struggle for “limited resources” within the sphere of academics either, which concerns the origin of the self-legitimization of certain disciplines, and in a more pedestrian form, the safeguarding of their ability to obtain resources. Today, this has become especially important and exciting, as we encounter more and more academically-oriented entrepreneurs, as well as enterprises (first and foremost, in the USA) whose intellectual interests are the canonization of their own systems of thought and theories. Having a tendency to become entangled in this process are the ‘toolbars’ of the traditional academic sphere, scientific education, journalism, marketing, and political planning, which – let’s admit it – also hamper our clear vision.
Over the past few decades, in the sphere of the social sciences, we have witnessed a proliferation of new expressions chosen to describe the social and economic changes relating to the “new age,” as well as a veritable renaissance of theories – disputing or agreeing with one another – which hide behind these expressions. In a book published by James Beniger in 1986, Beniger collected no less than 75 such expressions appearing in academic or more widely known publications between 1950 and 1985, which in some way reflected the changing social environment (Beniger 1986, cited: Barney 2004).
It is evident that some of these terms are explicitly ideologically saturated. That is, they more or less – either covertly or openly – depict a world that the ‘name-givers’ long for (good examples of this are the expressions “the enlightenment” and “knowledge society”) while in other cases, this ambition is missing, and it is rather the objective, “neutral,” simply descriptive or structural content that is the determinant.
The information society
Although the concept of the information society first appeared during the first half of the 1960’s, it is only over the past two decades that it has gained ground and risen to prominence, due to the aforementioned problems associated with the “competing” concepts presented in the preceding.
The formation of the independent theory of the information society must have gone hand in hand with the eclipse, and the then surrender, of the overtly critical attitude of the time, since a condition of wide-spread recognition was the due “domestication” of the theory, and the clarification that it didn’t aspire to the role of a ‘world-redeemer.’ It is evident that the expression “information society,” at first hearing, doesn’t carry with it the latent message that an age is being surpassed, or that the commencement of a less desirable future is upon us. Instead, it fits well into the liberal traditions of Western thinking. At the same time, the positivist belief devoted to advancement can be found in the relatively secure middle of the ideological spectrum.
The critics of the theory of the information society, for the most part, started out from the virtually perennial dilemma of “continuity versus new age.” The most common, recurring, and to a certain extent, “subversive” critical objection was that this was nothing more than an ideology aimed at maintaining the hegemony of a world ruled by the existing system and the economic and technocratic elite. Putting it more gently, recognizing the huge development and social diffusion of information-communication technologies, continuing to hold its ground is the argument that these technologies have not resulted in any fundamental change in our social processes. Thus, we still cannot speak of developmental trends that radically differ from earlier ones. Although technology permeates the economic and political subsystems, and although the tools and technologies change, the fundamental principles and chief goals do not emerge from the earlier frameworks. Thus, when all is said and done, there is no mention of surpassing the capitalist industrial social model (Kumar 2005: 58).
It is easy to see that in so much as we allow the ideological character of our interpretational basis to rule, we can find ourselves in truly turbulent waters.
A scarcely avoidable characteristic of the scholarly legitimization of the information society theories is that their formulation did not occur within the classic scholarly sphere. In discourse, first and foremost, the works that were determinants in its formulation undoubtedly possessed less prestige in the traditional academic sphere. Although Fritz Machlup’s pioneering economic work (Machlup 1962) received serious recognition, we would hardly be mistaken in stating that the work of the “business guru” Peter Drucker and the Toffler couple (dealing with futurology) reached a much larger audience, and as a consequence, all three of them became unavoidable participants in the birth of the theory of the information society. However, it should be noted that they did not yet use this expression (Drucker 1969, Toffler 1970). As is well known, the first usage of the expression “information society” (joho shakai) can be tied to the names of Japanese researchers (see Z. Karvalics 2007, Barney 2005: 7).
Nor perhaps is it coincidental that in the 1970’s, it was from the outside field of journalism that the impressive author, Daniel Bell, joined the field of “new age” theoreticians. His book about the coming of a post-industrialist society was unavoidable for decades, and even today is considered by many to be the theoretical “furnace” from which it all began (Bell 1999). The fact that we mention his book here is a good indication that a “purist” classification of theories and authors according to school of thought is not possible.
While the work published in the 1960’s made rather euphoric declarations about the future charged with positive excitement (although Toffler analyzed the negative effects of his so-called super-industrial societies as well), in the following decade, criticism projecting serious social tensions and conflicts emerged.
It is worth pausing here for a moment to take note of the conceptual wealth outlined by these first works: it is at this time that the concepts of the knowledge industry, the knowledge-based economy, and the knowledge sector were born. That is, the information society theories, from the moment of their birth, were fragmented and implicit. They were fragmented because each of the social phenomena pertained to only one of its groups (this of course is a value-free statement), and implicit, meaning that different concepts were used for the description of the same phenomenon – i.e. the information society. The construction of the ITE canon is thus retrospective and, from the outset, malleable: the relevant theories and concepts had to be collected from various locations, and this multicolored (and at times, uncertain) characteristic makes its impact felt even to this day.
While the development of communication technologies has been unbroken since the 1960’s, there is no question that we have witnessed the most impacting and spectacular changes since the second half of the 1980’s and the first half of the 1990’s. At the same time, the far-reaching diffusion of computer technology – now even reaching households – and the lightning-fast rise of the internet (e-mail, WWW) and the cellular telephone brought along with them the partial transformation of the ITE. Making their appearance were simplified and (relative to the earlier definition) reduced definitions which defined the information society as a fundamentally technologically centered concept, tracing it back to the tools of telecommunications and computer technology, and explicitly or implicitly stepping back from the earlier paradigmatic and holistic concept. Moreover, its former rival, the knowledge society, once again emerged, which this time, more or less, defined itself as the succeeding developmental phase of the information society (Z. Karvalics 2007).
In a new study by László Z. Karvalics, the author outlines the three levels (built upon one another) of the information society narrative (Z. Karvalics 2007). The difference between them is defined according to the level of abstraction they set out from, and according to the level of complexity with which they attempt to grasp the examined phenomena. Belonging to the first large group are the “great narratives” which employ the most comprehensive perspective of the macro-level civilization theories. They undertake no less than an analysis of the fundamental mechanisms of the functioning of society, attempting to define the ensuing processes at the beginning of a new era in world history within a unified theoretical framework.
It is under the highest level of abstraction that we find the “small narratives,” which do not wish to provide us with universally holistic diagnoses – as in the previous case – yet at a high level of abstraction, deal with issues of the transformation of certain social subsystems (the economy, the media, partnerships, politics, etc.). A classic, unavoidable work of this level of analysis is Manual Castells’s three-volume work (Castells 1996, 2000, 2003).
Finally, it is also worth mentioning the fundamentally practical and problem-oriented “mini-narratives” which, from the point of view of abstraction, represent the lowest level of ITE. Naturally, we are not speaking here of a qualitative stigma, but instead the concrete demands emerging in the most diverse spheres of politics and economy – the practical, micro-level responses (not necessarily lacking theoretical grounding) to the questions of what and how.
What might the future bring?
In recent years, without a doubt, we have witnessed the slow thinning of theories related to the information society. It is not that the intellectual ammunition feeding these theories has dried up – perhaps even today fresh and modern advancements will come about. However, the concept of the information society began to be utilized by too many people, in too many places, and to achieve too many goals, which has irreparably undermined its previous role.
The fundamental question is the following: Does/Could there exist an independent academic field dealing with the examination of the information society?
The information society itself is not an isolated continent – it is not an independent entity.
This is plain to see since, if this weren’t the case, there would surely exist a group of social phenomena falling outside the information society. This, however, seems to contradict the fundamental logic of the theory.
Just one example: Let us consider some typical fields of interest related to the information society, such as e-government or e-democracy. We soon realize that the fate of these and similar “e-projects” are decidedly determined by the “non e” factors – that is, the much wider circle of social processes.
The institutionalization of an academic field of study is not merely determined by the wishes of its participants. The information society will continue to be the number one explanatory metaphor as long as it offers explanations to phenomena with greater prospects than the other metaphors of the information, late modern (or however we choose to call it) age. This battle between metaphors is not always fair. Following the logic of fashion, after a certain period of time, the new and unusual always has an advantage over the customary and habitual. The information society will remain a metaphor and a narrative-composing force as long as it justifies its usage with exciting intellectual achievements. In this respect, we are the participants and viewers of an open-ended story…

A hét rejtélyes és misztikus szám: fontos szerepet tölt be a népi hiedelmekben, mesékben, vallásos példázatokban. És úgy tûnik, a hét nem különben fontos szám a magyarországi World Internet Project, vagyis a WIP-kutatások történetében is.
2007-ben ugyanis hetedik alkalommal készült el az adatfelvétel. Az elmúlt hét évben mindig izgatott várakozás elôzte meg az adatok nyilvánosságra kerülését, és a legfôbb kérdés mindvégig az volt, hogy vajon idén megtörténik-e majd a nagy áttörés: átfordul-e a magyar információs társadalom fejlôdése a dinamikus terjedés szakaszába. Nos, úgy tûnik, hogy 2007-ben egy ilyen változás összképe bontakozik ki az adatokból:
az eddigi lassú bôvülés – amely nemzetközi összehasonlításban leginkább a kedvezôtlen
pozíciónk konzerválására volt elegendô – felgyorsult, az alapvetô penetrációs mutatók az elmúlt egy évben jelentôsen megugrottak.

illetve az internethasználók arányában. Egy év alatt 14 százalékponttal nôtt azoknak a háztartásoknak az aránya, ahol elérhetô a világháló, ami a korábbi 6 százalékpontos növekedési ütemnek több mint duplája! Ez azt jelenti, hogy 2007 nyarán már a
magyarországi otthonok 35%-ában lehetett internetezni. Hasonló tendenciák figyelhetôk
meg az internethasználat terén: a korábbi években rendre 4 százalékpontos bôvülés idén 9 százalékpontra nôtt, amelynek eredményeképpen a 14 éves és idôsebb magyar lakosságnak már 45%-a használja rendszeresen az internetet.
Hasonlóan az elmúlt évek tendenciáihoz, idén is figyelemre méltó a szélessávú kapcsolatok
dinamikus térhódítása. Kijelenthetjük, hogy a betárcsázós telefonmodem immáron a múlté – ma az otthoni hozzáférések 83%-a ADSL vagy kábel, amely nemzetközi összehasonlításban is kiemelkedô. Nehéz lenne egyértelmûen megmondani, hogy mi az oka ennek a hirtelen megugrásnak. Nyilvánvaló, hogy szerepet játszik az internet-elôfizetési díjak árának évek óta tartó folyamatos csökkenése, ami talán pont ebben az évben érte el azt a kritikus szintet, ami már sokak számára elérhetôvé teszi a világhálót. Ugyan egyelôre még alig-alig mérhetô a használók aránya, de az elkövetkezendô idôszakban akár jelentôs piaci mozgásokat és átrendezôdést is beindíthat a mobil szélessáv megjelenése,
ami szintén az idei évben vált mind technológiailag, mind pedig az árát tekintve valós alternatívájává a hagyományos kábeles hozzáféréseknek. A mobiltechnológia ilyen irányú fejlôdése egyben izgalmas változásokat idézhet elô azzal kapcsolatban, hogy milyen formában gondolunk az internetre, mint „tárgyiasult fogalomra”. A piac hozzáférést érintô, kínálati oldalának kedvezô változásain kívül véleményünk szerint talán még fontosabb az a folyamat, amely során a világháló szinte észrevétlenül, de biztosan helyet kapott az élet csaknem minden területén. A szélessávú hozzáférés általános elterjedtsége, és az arra alapuló alkalmazások és szolgáltatások növekvô
száma mára azoknak is értelmezhetôvé és hasznossá tették az internetet, akik korábban
éppen azért maradtak távol, mert úgy érezték, hogy hétköznapi életükben, a napi rutinfeladatok elvégzésében az internet felesleges. Ma már jónéhány olyan terület van, ahol az internet a „dolgok” elintézésének talán legfontosabb terepévé
vált. Gondoljunk csak az ingatlan- és használtautó-piacra, a repülôjegy-értékesítére,
az adóbevallásra, vagy éppen a személyes kommunikáció virtualizációjára, amely éppúgy lehet egyszerû chat, mint a számtalan funkciót felkínáló közösségi oldalak használata. Talán megkockáztathatjuk, hogy ez utóbbiak az elmúlt idôszakban sok ezer ember számára könnyítették meg az internettel való megismerkedést.
Kutatásaink során azt tapasztaljuk, hogy ma már szinte nincs olyan ember, aki ne tudná, hogy mi az az internet, és ne lenne arról elképzelése, hogy milyen dolgokra használható. Lehet ugyan, hogy saját magának nincs felhasználói tapasztalata,
de a környezetében élôk, az unokák, kollégák, barátok, szomszédok, illetve a média, a filmek és a sorozatok mind szemléletformáló információkat közvetítenek a világhálóról. Ennek ellenére sokan még mindig azért nem interneteznek, mert azt gondolják, hogy nincs rá szükségük, vagy egyszerûen nem érdekli ôket az internet – ugyanis továbbra is ezek a leggyakoribb válaszok a nem használat okát firtató kérdésre. Az elkövetkezendô néhány év kérdése így elsôsorban az lesz, hogy fenntartható-e a most megfigyelt növekedési ütem? Csökkenni fognak-e összességében az egyes társadalmi csoportok hozzáférési és használati mutatóiban megmutatkozó különbségek, vagy a társadalom továbbra is jelentôs kettôsséget fog mutatni ezen a téren? Reméljük, hogy a 2007-es WIP-kutatásnak a jelen kiadványban bemutatott
legfontosabb eredményei mind a tudományos közösség, mind pedig az üzleti szféra és
a kormányzat számára továbbra is hozzájárulhatnak a digitális technológiák magyarországi terjedésének és használatának minél alaposabb megértéséhez.

PROJECT ADATFELVÉTELÉNEK MÓDSZERTANI
ISMERTETÔJE
Az adatfelvételt a TÁRKI Társadalomkutatási Intézet Zrt. végezte. A minta elkészítéséhez többlépcsôs, arányosan rétegzett, valószínûségi mintavételi eljárást alkalmaztunk. A rétegzés elsô lépcsôjében minden megyébôl kiválasztottuk
azokat a településeket, amelyek a mintába kerültek. Ennek során általános szabályként
azt az elvet alkalmaztuk, hogy Budapest és a megyeszékhelyek szerepeljenek a mintában, ezen túlmenôen minden megyébôl egy városnak, és legalább egy falunak is be kellett kerülnie a mintába. Ez alól Pest megye kivételt képezett, innen két város és négy község került a mintába. Ezt követôen meghatároztuk, hogy az egyes
megyékbôl, és ezen belül az egyes településtípusokból hány személynek kell szerepelnie a mintában. A konkrét elemszámok kialakításakor azt az elvet követtük, hogy minden megye minden településtípusából akkora arányban kerüljenek a mintába kérdezettek, amekkora az alapsokaság (felnôtt lakossági minta esetén a 14 éven felüli lakosok) aránya a teljes népességen belül, megyékre, és megyén belüli településtípus lakosságarányra lebontva. Az adatfelvétel során ún. címlistás, csökkenô mintás eljárást alkalmaztunk. Ennek lényege, hogy nem alkalmazunk pótcímeket, hanem a mintavételi eljárás során eleve kalkulálunk a válaszmegtagadások és egyéb okok miatt várhatóan kiesô címek számával. Tehát az elvártnál nagyobb elemszámú indulómintát határozunk meg, és azt vártuk el a kérdezôktôl, hogy az indulómintába bekerült összes személyt keressék fel, és kérdezzék le. A rétegenként lekérdezendô személyek számának meghatározását követôen a minta konkrét kialakításához címlistát vásároltunk a Központi Népesség Nyilvántartó Hivataltól. A vásárolt címlista esetében az általunk meghatározott településekrôl, az általunk meghatározott esetszámú egyén adatait kaptuk meg a szolgáltatótól, amely a címeket a teljes listából egyszerû véletlen mintavételi eljárással választotta ki. Alkalmazott mintavételi eljárásunk tehát valószínûségi minta, így a minta segítségével begyûjtött adatokból levont következtetések – a statisztikai hibahatár
mértékén belül – általánosíthatóak a teljes célcsoportra. A mintába került személyeket kérdezôbiztosaink személyesen keresték meg.
A kutatás során 6462 címet adtunk ki, melybôl 3059 sikeres interjú készült el. A minta címkiesésbôl adódó torzulását súlyozással korrigáltuk. A súlyozás során a négy társadalmi-demográfiai tényezô (nem, életkor, iskolai végzettség és településtípus) együttes megoszlását vettük figyelembe. Így a súlyozott minta nem, életkor, településtípus és iskolai végzettség szerinti megoszlása jól illeszkedik a 14 éves kor feletti népesség megfelelô adataihoz. A vizsgálatban minden megkérdezett személy
egy háztartást is képvisel, mivel háztartásonként csak egy ember került a mintába. Számos kérdésben nem a személyek jelentik a vizsgált sokaságot, hanem a magyar háztartások. A háztartás súlyt a háztartásfôk korcsoportja, a háztartások létszáma és a településtípus szerinti együttes megoszlása alapján készítettük el.
Többdimenziós súlyozási eljárással a KSH 2005-ös mikrocenzusában megfigyelt eloszlásokhoz igazítottuk a mintában megfigyelt megoszlásokat.
Translation - English The seventh…
Seven is a mysterious and mystical number: it plays an important role in folk beliefs, tales, and religious parables. And it appears that the number seven is an important number in the history of Hungary’s World Internet Project – that is, WIP research – as well. Namely, it is in 2007 that the survey has been conducted for the seventh time. Over the past seven years, it was with excited anticipation that we awaited the publication of the newest data, the chief question all along being whether the big breakthrough would happen this year: Will the development of the Hungarian information society enter the phase of dynamic diffusion? Well, it appears that in 2007 such a shift emerges from the data: the up until now slow rate of growth – which was sufficient in conserving our rather inauspicious position internationally – has sped up. Over the past year, the fundamental penetration indicators have significantly risen.
Especially striking is the increase in the proportion of households possessing internet access, as well as the proportion of internet users. In one year, the proportion of households from which the World Wide Web can be accessed increased by 14 percentage points, which is more than double the previous 6 percentage point rate of growth! This means that in the summer of 2007, the internet could be used in 35% of all Hungarian homes. Similar trends can be observed in the sphere of internet usage: the 4 percentage point growth characteristic of previous years this year rose to 9 percentage points, and as a consequence, 45% of the Hungarian population over the age of 14 now uses the internet regularly. Similar to trends of recent years, the dynamic diffusion of broad-band connections is noteworthy this year as well. We can say that the dial-up telephone modem is now a thing of the past – today, 83% of the home internet connections are either ADSL or cable, which is striking even in an international context.
It would be difficult to state unequivocally what the reason is for this sudden increase. It is evident that the continuous decrease in the price of pre-paid internet plans over recent years plays a role, which perhaps this year reached that critical level that for many people now makes the World Wide Web accessible. Although, for the time being, the proportion of users can hardly be measured, the appearance of cellular broad-band could bring about significant market movements and reorganizations in times to come, and this year became a real alternative to traditional cable access both technologically and economically. At the same time, such a development in cellular technology may bring about exciting changes concerning how we think about the internet as an “objectified concept.” In addition to the favorable changes concerning access and the supply side of the market, in our opinion, perhaps even more important is the process by which the World Wide Web has imperceptibly secured a place in virtually every sphere of our lives. The general penetration of the broad-band connection, and the growing number of applications and services based on this connection, today have made the internet comprehensible and useful to people who previously did not use the internet because they felt that it was unnecessary in their daily lives and in the execution of their daily routines. Today, there are numerous areas in which the internet has become perhaps the most important means of handling matters. Just think about the real estate and used automobile market, plane ticket sales, tax returns, or the virtualization of personal communication which makes it just as easy to chat as to use community web pages that offer countless functions. We could perhaps venture to say that recently the latter has made it easier for thousands of people to become familiar with the internet. During our research, we have observed that, today, virtually everyone knows what the internet is, and has a general idea of the types of things it is used for. It may be that they themselves have no personal user experience. Yet those living in their environment, their grandchildren, colleagues, friends, neighbors, as well as the media, films, and TV series all transmit ‘attitude-forming’ information about the World Wide Web. In spite of this, there are still many people who do not use the internet because they think they have no use for it, or simply because they are not interested – these continue to be the most common responses to questions inquiring about reasons for non-usage. One of the fundamental questions of years to come with thus be: Is the growth rate which can now be observed sustainable? On the whole, will the disparities in access and usage indicators among various social groups decrease, or will society continue to display a significant duality in this sphere? We hope that the most significant results of the 2007 WIP research project presented in this current publication will contribute to the most thorough understanding of the diffusion and use of digital technology in Hungary for the academic community, the business sphere, and the government alike.
METHODOLOGICAL REVIEW OF THE 2007 HUNGARIAN WORLD INTERNET PROJECT SURVEY
The survey was conducted by the Tárki Sociological Institute. We employed a multiple-step, proportionally stratified, probabilistic sampling method for the preparation of the sample. In the first step of stratification, we selected from each county the townships which ended up in the sample. Throughout the course of this process, we used as a general rule the principle that Budapest and the county seats should be included in the sample, and in addition, that one city/larger town and at least one village from each county must also be included in the sample. Pest county was an exception to this rule: from here, two cities/larger towns and four villages/smaller towns were included in the sample. We then determined how many individuals must participate in the sample from the various counties, and within these, from the various ‘types of townships.’ When determining the concrete number of participants, we followed the principle that from every type of township in every county, the proportion of people included in the sample should reflect its population’s size (in the case of an adult population sample, residents over the age of 14) relative to the population at large – broken down by county, and within the county, by the population proportion of the various types of townships.
During the survey, we utilized the so-called address list, decreasing sampling method. The essence of this is that we do not use substitute addresses. Instead, during the sampling process, we pre-calculate the expected number of address ‘drop outs’ due to non-response and other reasons. Thus, we determine an initial sample comprised of more elements than we expect to respond, expecting the questioners to then look up and question all of the individuals in this initial sample.
After determining the number of individuals to be questioned from each stratum, we purchased an address list from the Central Population Registry for the concrete formation of our sample. In the case of the purchased address list, we received the individual data concerning the specified townships from the service-provider, which selected the addresses from the complete list utilizing a simple random sampling method. The sampling method that we employed is thus probabilistic. Thus, conclusions drawn from the data collected via the sample – within the statistical margin of error – can be generalized for the entire target group.
The individuals randomly selected for the sample were sought out personally by our commissioned questioners. During our research, we gave out 6,462 addresses, out of which 3,059 successful interviews were conducted. We corrected for the sample distortion resulting from the ‘dropping out’ of addresses with weighting. During the weighting process, we took into account the joint distribution of the four socio-demographic factors (gender, age, educational level, and type of township). Thus, the weighted sample’s breakdown by gender, age, type of township, and educational background fits well with data on the population above the age of 14. In our investigation, each individual surveyed also represents a household, since only one individual from each household ended up in the sample. For numerous questions, the examined population is not indicated by individuals, but instead by Hungarian households. We determined the household weight based on a joint distribution by age-group of the heads of the household, size of the household, and type of township. Utilizing a multi-dimensional weighting process, we adjusted the distributions observed in the sample to the distributions observed in the KSH 2005 micro-census.
