Le tableau 1 définit neuf qualités ou degrés de précision dimensionnelle repérées TF 12 à TF 20. Pour chacune des qualités l'écart admissible ne varie qu'en fonction de la cote nominale. Les qualités TF 12 à TF 16 correspondent aux qualités IT 12 à IT 16 du système ISO (NF E 02-101, NF E 02-102 et NF E 02-120). Les qualités TF 17 à TF 20 ont été obtenues en multipliant par 10 l'écart admissible TF (n - 5).
Pour tenir compte des particularités de la fonderie qui ne permettent pas, dans les conditions courantes et sans précautions particulières, de rester dans les tolérances fixées en mécanique pour les cotes très petites, le seuil des cotes a été relevé de 3 à 30 mm. Les cotes inférieures à 30 mm sont, pour une qualité donnée, affectées de la même tolérance.
Par ailleurs les valeurs d'écarts admissibles sont exprimées en millimètres et les règles d'arrondissement ISO ont été aménagées.
Translation - English 5 DIMENSIONAL QUALITIES — TABLE OF ACCEPTABLE DEVIATIONS
Table 1 specifies nine quality levels or degrees of dimensional precision, identified as TF 12 to TF 20. For each quality level, the acceptable deviation changes only as a function of the nominal dimension. Quality levels TF 12 to TF 16 correspond to quality levels IT 12 to IT 16 of the ISO system (NF E 02-101, NF E 02-102 and NF E 02-120). Quality levels TF 17 to TF 20 are found by multiplying acceptable deviation TF (n – 5) by 10.
The dimensional threshold has been raised from 3 to 30 mm to make provision for foundry specifics which do not, under existing circumstances and without special precautions, permit staying within physically attainable tolerances for very small dimensions. For a given quality level, dimensions smaller than 30 mm are subject to the same tolerance.
In addition, the values of acceptable deviations are expressed in millimeters and the rounding rules from ISO have been adjusted.

Source text - French RÉGLEMENTATION SUR L’AMIANTE
L’article 1334-13 premier alinéa du Code de la santé publique commande au vendeur de faire établir un état constatant la présence ou l’absence de matériaux ou produits de la construction contenant de l’amiante, état à annexer à l’avant-contrat et à la vente.
En l’absence d’un tel état annexé tant à l’avant-contrat qu’à la vente, ces deux conditions étant cumulatives dans la mesure où un avant-contrat a été établi, l’article 1334-13 sus-visé dispose dans son deuxième alinéa que le vendeur ne peut s’exonérer de la garantie des vices cachés à raison des vices constitués par la présence d’amiante dans les éléments de construction tels qu’ils figurent en annexe des décrets sus-visés. Etant toutefois rappelé que le vendeur considéré comme professionnel de l’immobilier ne peut profiter en toute hypothèse d’une quelconque exonération des vices cachés.
Cet état s’impose à tous les bâtiments dont le permis de construire a été délivré avant le 1er Juillet 1997.
Translation - English REGULATION RESPECTING ASBESTOS
Article 1334-13 first paragraph of the Public Health Code requires the seller to draw up a statement recording the presence or absence of construction materials or products containing asbestos, which statement is to be annexed to the preliminary contract and to the sale.
In the absence of such a statement annexed to both the preliminary contract and the sale, since these two conditions are cumulative to the extent that a preliminary contract has been drawn up, article 1334-13 aforementioned requires in its second paragraph that the seller may not evade the guarantee against hidden defects caused by the presence of asbestos in building materials such as those listed in the annex of the aforementioned decree. A seller considered to be a real estate professional is nonetheless reminded that he may not benefit from any waiver of hidden defects.
This statement applies to all buildings for which a building permit was issued before July 1, 1997.

6. La vision du développement du pays se fonde tout d’abord sur le rôle déterminant de la croissance économique qui est le seul moyen de faire reculer la pauvreté, de promouvoir l’emploi et de créer la richesse. Cette vision accorde une place de choix au secteur privé, moteur de la croissance, qui est appelé à investir les différents domaines de l’activité économique. Ce rôle est d’autant plus important que le développement de le pays nécessite la réalisation d’investissements élevés que l’Etat ne peut seul mobiliser même avec l’aide de ses partenaires au développement. En particulier, la réalisation d’infrastructures structurantes de soutien à la croissance, l’élargissement de la base productive et le développement d’un tissu d’entreprises dynamiques capables de s’insérer dans le commerce mondial, ce qui présuppose l’existence d’un secteur privé dynamique et compétitif, des flux d’IDE significatifs et un climat général favorable au développement des affaires.
7. Cette vision de développement implique de la part de l’Etat de revoir, en vue d’en améliorer l’efficacité, la manière dont il remplit ses missions de service public et son rôle dans la lutte contre la pauvreté. Le corollaire serait donc une concentration de l’Etat sur ses fonctions de régulation et de surveillance et un engagement plus soutenu en faveur des secteurs sociaux et de la lutte contre la pauvreté.
8. La recherche d’une croissance forte orientée vers la lutte contre la pauvreté, la réduction des inégalités, l’accès universel aux services de base, l’exploitation optimale et durable des potentialités économiques et le développement équilibré et harmonieux du territoire sont les axes qui sous-tendent le programme du Gouvernement conformément aux orientations définies par les nouvelles autorités du pays.
9. A cette vision et à ces priorités correspondent des choix d’allocation des ressources publiques qui seront orientées prioritairement vers les dépenses de santé, d’éducation, d’hydraulique et d’infrastructures, en mettant l’accent sur les actions dont bénéficient les zones les plus affectées par la pauvreté, à savoir le milieu rural et les périphéries des grandes agglomérations urbaines. De ces choix, il est attendu, dans l’horizon des trois prochaines années, une amélioration sensible des indicateurs sociaux, mais aussi économiques avec la stimulation de la croissance économique grâce à l’amélioration de la qualité de la dépense publique et un meilleur suivi de son exécution.
10. Les améliorations ainsi apportées à la qualité et l’efficacité de la dépense publique ne sauraient, à elles seules, suffire pour instaurer une croissance durable et équitablement repartie. Cet effort devra donc s’accompagner de mesures fondamentales et qui font aujourd’hui défaut pour permettre aux réformes économiques entreprises depuis le milieu des années 80 de donner les résultats qui en sont attendus. De plus, cette vision de développement ne saurait se concrétiser sans la mise en place de liens et d’outils qui la relient de manière systématique à la programmation budgétaire d’où la pertinence du Cadre de Dépense à Moyen Terme (CDMT) comme outil de mise en œuvre de cette vision et de suivi de sa réalisation.

6. The vision for development of the country is based above all on the determining role of economic growth which is the only means to reduce poverty, promote employment and create wealth. This vision grants an enhanced place to the private sector, the engine of growth, which is called upon to invest in the different fields of economic activity. This role is even more important in that the development of the country requires high investments that the Government cannot mobilise alone even with the help of its development partners. In particular, the construction of structural infrastructure to support growth, expansion of the production base and the development of a fabric of dynamic enterprises capable of integrating into world trade, which presupposes the existence of a dynamic and competitive private sector, significant FDI flows and a generally favourable climate for business development.
7. This vision for development requires that the Government review, to improve efficiency, the way it fulfils its public service missions and its role in combating poverty. The corollary is for the Government to concentrate on its functions of regulation and supervision and more commitment to social sectors and combating poverty.
8. The search for strong growth directed to fighting poverty, reducing inequalities, universal access to basic services and optimal and sustainable development of the territory are the axes which underlie the Government’s programme in accordance with the orientations defined by the country’s new authorities.
9. To this vision and these priorities are corresponding choices for allocating public resources, which are directed firstly to expenditures for health, education, water and infrastructure, focusing on actions that benefit areas most affected by poverty, notably the rural areas, and suburbs of large cities. Of these choices, it is expected that in the next three years, there will be a significant improvement in social and economic indicators, with the stimulation of economic growth by improving the quality of public expenditure and improved monitoring.
10. Improvements made to quality and efficiency of public expenditure are not enough on their own to establish a sustainable and equitably distributed growth. This effort should therefore be accompanied by basic measures which up to now have not allowed the economic reforms undertaken since the mid-80’s to bring about the expected results. In addition, this development vision can only materialise with interactions and tools which systematically connect with the budgetary programme so that the relevance of the Medium Term Expenditure Framework is a tool to implement this vision and to monitor its performance.

Ce document fixe les règles pour le repérage des appareils, borniers, câbles et conducteurs qui seront installés dans le cadre de la construction du projet de suréquipement de l’aménagement de XXX (projet XX ). Par appareils, on entend tous les appareils mécaniques (mécaniques proprement dits, hydrauliques, électromécaniques électrohydrauliques) et électriques, à savoir (liste non exhaustive) :
moteurs électriques,
composants d’automatismes : automates programmables, relais TOR, relais temporisés, relais de protection,…
composants d’armoires de distribution BT : contacteurs, sectionneurs, inverseurs,
appareillages MT et THT : disjoncteurs, sectionneurs, sectionneurs de terre,
composants électrohydrauliques : électrodistibuteurs, servovalves,…
composants hydrauliques : limiteurs de pression, systèmes d’intermittence, clapets, clapets de non-retour, distributeurs manuels, distributeurs à galets, diaphragmes, vannes,…
composants sur circuits d’eau (réfrigération, exhaure, incendie, eaux usées,…) vannes manuelles, vannes motorisées, clapets de non-retour,…

Les repérages sont fondés sur les normes ISO1219-2 pour la partie mécanique et CEI 1246-1 pour la partie électrique.
Le principe général est que le système de repérage des appareils, borniers, câbles et conducteurs s’appuie à la fois sur le système de repérage des systèmes élémentaires et le système de repérage des locaux déjà en usage aujourd’hui chez l’Exploitant de l’aménagement (HYDRO Exploitation, HEX).
Il est donc nécessaire de rappeler (i) le système de repérage des systèmes élémentaires (voir chapitre 2) et (ii) celui des locaux (voir chapitre 3) avant de définir le repérage des appareils électriques (voir chapitre 4), celui des appareils mécaniques (voir chapitre 5) et celui des borniers, câbles et conducteurs (voir chapitre 6). Le chapitre 7 définit les couleurs de peinture à utiliser. Le chapitre 8 indique le principe de repérages des tuyauteries.

This document sets the rules for identification marking of equipment, terminal blocks, cables and conductors to be installed as part of the construction project for additional equipment of the XXX station (XX Project). By equipment is meant all mechanical equipment (mechanical strictly speaking, hydraulic, electromechanical, electrohydraulic) and electrical, that is (partial list):
electric motors,
automation components: Programmable Logic Controllers, digital relays, time delay relays, protection relays, etc.
LV distribution cabinet components: contactors, disconnectors, inverters,
MV and VHV equipment: circuit breakers, disconnectors, earth disconnectors,
electrohydraulic equipment: electrodistributors, servovalves, etc.
hydraulic components: pressure limiters, intermittence systems, check valves, non-return valves, manual valves, roller valves, diaphragms, valves, etc.
water system components (refrigeration, extraction, fire, wastewater, etc.), manual valves, motorized valves, non-return valves, etc.
sensors: limit switches, proximity sensors, temperature sensors, pressure switches, flow switches, level switches, pressure sensors, level sensors, flow sensors, vibration sensors (accelerometers, displacement, etc.),...
Identification markings are based on the ISO1219-2 standard for the mechanical part and the IEC 1246-1 standard for the electrical part.
The general principal is that the identification marking system for equipment, terminal blocks, cables and conductors is based both on the identification marking of basic systems and the identification marking system of areas currently in use by the Station Operator (HYDRO Exploitation, HEX).
It is therefore necessary to have in mind (i) the identification marking system of basic systems (see Chapter 2) and (ii) that of the rooms (see Chapter 3) before defining the identification marking of electrical equipment (see Chapter 4), mechanical equipment (see Chapter 5) and that of terminal blocks, cables and conductors (see Chapter 6). Chapter 7 defines paint colours to use. Chapter 8 shows the principle for identification marking of piping.
