Source text - English 140. REER (REAL EFFECTIVE EXCHANGE RATE)
INTRODUCTION:
The weighted average of a country’s currency relative to an index or basket of other major currencies adjusted for the effects of inflation. The weights are determined by comparing the relative trade balances, in terms of one country’s currency, with each other country within the index.
In other words the real effective exchange rate (REER), which measures the development of the real value of a country’s currency against the basket of the trading partners of the country, is a frequently used variable in both theoretical and applied economic research and policy analysis. It is used for a wide variety of purposes, such as assessing the equilibrium value of a currency, the change in price or cost competitiveness, the drivers of trade flows, or incentives for reallocation production between the tradable and the non-tradable sectors.
CONTEMPORARY ECONOMY
Due to the importance of the REER in economic research and policy analysis, several institutions, such as the World Bank, the Eurostat, the BIS, the OECD, just to name a few, publish various REER indicators.
IN NEWS:
• The Rupee is no longer all that overvalued. Its significant fall against the dollar as well as other major currencies after July has resulted in a substantial correction of its ‘real’ exchange rate to near normal levels.
• This is brought out clearly in the Reserve Bank of India’s latest data released in December 2011 relating to the Rupee’s Real Effective Exchange Rate or REER.
• The REER measures the bilateral trade-weighted average exchange rate of the Rupee against a basket of currencies (US Dollar, Euro, Pound, Yen, Chinese Renmibi and Hong Kong Dollar), while adjusting for the inflation differentials vis-à-vis the countries concerned.
• According to the RBI estimates the Rupee’s REER as in November 2011stood at 103.52 against a base level of 100 for 2004-05. It means that the Rupee has since 2004-05 appreciated by 3.52% in real effective terms against major world currencies. Given that in July 2011, the REER averaged 118.31, it points to a large correction in a matter of 4 months.
• A country’s currency is overvalued when its exchange rate does not fall at the same pace at which domestic price levels go up.
141. REVENUE DEFICIT
DEFINITION:
A mismatch in the expected revenue and expenditure can result in revenue deficit. Revenue deficit arises when the government’s actual net receipts is lower than the projected receipts. On the contrary, if the actual receipts are higher than expected one, it is termed as revenue surplus. A revenue deficit does not mean actual loss of revenue.
Let’s take a hypothetical example, if a country expects a revenue receipt of `100 and expenditure worth `75, it can result in net revenue of `25. But the actual revenue of `90 is realised and expenditure is `70. This translates into net revenue of `20, which is `5 lesser than the budgeted net revenue and called as revenue deficit.
FISCAL DEFICIT:
The difference between total revenue and total expenditure of the government is termed as fiscal deficit. It is an indication of the total borrowings needed by the government. While calculating the total revenue, borrowings are not included.
Generally fiscal deficit takes place due to either revenue deficit or a major hike in capital expenditure. Capital expenditure is incurred to create long-term assets such as factories, buildings and other development. A deficit is usually financed through borrowing from either the central bank of the country or raising money from capital markets by issuing different instruments like treasury bills and bonds.
DIFFERENCE BETWEEN FISCAL DEFICIT AND PRIMARY DEFICIT:
Primary deficit is one of the parts of fiscal deficit. While fiscal deficit is the difference between total revenue and expenditure, primary deficit can be arrived by deducting interest payment from fiscal deficit. Interest payment is the payment that a government makes on its borrowings to the creditors.

141. राजस्व घाटा
परिभाषाः
अपेक्षित राजस्व एवं व्यय में विमेल के परिणामस्वरूप राजस्व घाटा हो सकता है। राजस्व घाटा तब होता है, जब सरकार की वास्तविक शुद्ध आय अनुमानित आय से कम होती है। इसके विपरीत यदि वास्तविक आय, अपेक्षित आय से अधिक है तो उसे राजस्व अधिशेष कहते हैं। राजस्व घाटा का अर्थ राजस्व की वास्तविक हानि नहीं होता है।
आइये एक परिकल्पित उदाहरण लें, यदि एक देश रू. 100 राजस्व आय तथा रू. 75 के व्यय की अपेक्षा करता है, तो उसका परिणाम रू. 25 के राजस्व के रूप में हो सकता है। लेकिन वास्तविक राजस्व रू. 90 तथा व्यय रू. 90 है। यह रू. 20 के शुद्ध राजस्व के रूप में आता है, जो कि बजट तैयार किये गये शुद्ध राजस्व से रू. 5 कम है तथा इसे राजस्व घाटा कहते हैं।
राजकोषीय घाटा:
सरकार के कुल राजस्व एवं कुल व्यय के बीच के अंतर को राजकोषीय घाटा कहते हैं। यह कुल ऋण का संकेतक है, जिसकी सरकार को आवश्यकता होती है। कुल राजस्व की गणना करते समय ऋण को नहीं शामिल किया जाता है।

Non-depository financial institutions (NDIs), such as mortgage finance companies, are primarily regulated under state law.
In New York, these institutions are regulated by the State of New York Banking Department (the NY Banking Department).
The Superintendent of Banks for the State of New York, through the NY Banking Department, issues licenses and monitors capital adequacy (we refer to the Superintendent and the NY Banking Department interchangeably in this memo).
Yet, NDIs may be periodically investigated by federal institutions such as the Department of Housing and Urban Development (HUD), Department of Justice (DOJ), and the Federal Trade Commission (FTC).
This type of federal oversight is often related to investigations of unfair lending practices.
Housing credit institutions, consumer credit institutions and lease finance institutions are subsets of a broader category of NDIs called finance companies, which are generally regulated in the same manner.

This ignition system does not use a conventional distributor and coil.
It uses a crankshaft position sensor input to the electronic control module (ECM).
The ECM then determines electronic spark timing (EST) and triggers the direct ignition system ignition coil.
This type of distributorless ignition system uses a "waste spark'' method of spark distribution.
Each cylinder is paired with the cylinder that is opposite it (1-4 or 2-3).
The spark occurs simultaneously in the cylinder coming up on the compression stroke and in the cylinder coming up on the exhaust stroke.
The cylinder on the exhaust stroke requires very little of the available energy to fire the spark plug.
The remaining energy is available to the spark plug in the cylinder on the compression stroke.
CRANKSHAFT POSITION SENSOR
This direct ignition system uses a magnetic crankshaft position sensor.
This sensor protrudes through its mount to within approximately 1.3 mm (0.05 inch) of the crankshaft reluctor.
The reluctor is a special wheel attached to the crankshaft or crankshaft pulley with 58 slots machined into it, 57 of which are equally spaced in 6 degree intervals.
The last slot is wider and serves to generate a "sync pulse."
As the crankshaft rotates, the slots in the reluctor change the magnetic field of the sensor, creating an induced voltage pulse.
The longer pulse of the 58th slot identifies a specific orientation of the crankshaft and allows the electronic control module (ECM) to determine the crankshaft orientation at all times.

Custody is the unglamorous aspect of investment banking, the prosaic back office work of settling trades, making payments, keeping records and such related tasks.

Global custody is growing at the rate of 15-20 per cent a year and exceeds $3 trillion of the $ 17 trillion of international securities investment. The primary reason for such growth is the growing need to diversify beyond domestic markets to reduce risk and boost returns.
