Mesdames et Messieurs,
Je suis très heureux d'être parmi vous ce jour, en ce jour d'inauguration du forum FerroWorld et vous remercie, au nom du Conseil d'Etat, de votre invitation.
L'un des principaux enjeux auxquels est confrontée l'humanité en ce début de siècle est celui de la concentration urbaine. La population mondiale ne cesse de croître, et elle se concentre toujours plus dans des pôles urbains aux dimensions toujours plus gigantesques.
• Il y aura 9 milliards d’habitants sur Terre en 2050
• 2/3 d'entre eux vivront en ville au même horizon, contre 50% aujourd’hui et 10% seulement en 1900
• En 1990, le monde n'abritait que 10 villes de plus de 10 millions d'habitants. Elles seront une quarantaine en 2030, dont certaines de plusieurs dizaines de millions d'habitants.
Ce phénomène implique des défis logistiques inédits. Et de ce point de vue, le transport ferroviaire paraît l'une réponse stratégique à ces défis: non seulement en termes de fiabilité et de sécurité du transports de passagers comme de marchandises, mais aussi en termes écologiques:
Selon une étude menée par l’Union Internationale des Chemins de fer (UIC), le transport sur rail produit trois à dix fois moins d’émissions de CO2 que les autres modes de transport.
Mais le phénomène de concentration urbaine ne se résume à l'émergence de quelques mégapoles mondiales, il est à l'œuvre sur tous les continents, dans tous les pays, à des échelles différentes.
Ainsi, la Suisse est de plus en plus considérée comme une vaste ville multipolaire, dans laquelle la question du transport est centrale.
Autant pour des raisons historiques que géographiques – nous sommes la plaque tournante de l'Europe -, notre pays compte le réseau ferré le plus dense du monde, et nous continuons d'investir massivement pour l'entretenir et le développer. Ainsi on compte aujourd'hui en Suisse:
• 3 100 km de voies ferrées empruntées par 10'000 circulations de train/jour
• 800 gares
• 1 million de voyageurs/jour
• 200'000 tonnes de fret/jour
• chaque habitant parcourt chaque année quelque 2'260 km!
Forts de cette expérience, nous avons développé un savoir-faire spécifique dans les domaines clés du transport ferroviaire et pouvons compter parmi nos entreprises le fleuron de la recherche et de l'innovation industrielle en matière ferroviaire. Parmi elles citons notamment le constructeur thurgovien de matériel roulant Stadler ou encore, ici à Genève, ABB Sécheron, l'un des leaders mondiaux des équipements électriques ferroviaires.
Figurant aux côtés de Zurich ou Bâle parmi les principaux pôles urbains suisses, Genève est également aux prises avec l'accroissement de sa population et le développement de son espace urbain. Avec une difficulté supplémentaire: son agglomération bientôt forte d'un million d'habitants s'étend sur deux pays différents, la France et la Suisse.
Pour relier l'ensemble de ces habitants suisses et français entre eux, c'est naturellement que Genève s'est tournée vers le rail. Et elle construit actuellement avec ses partenaires un futur réseau ferré de 230 km de lignes desservant pas moins de 45 gares: le futur Léman Express, dont vous pourriez faire un cas d'école cet après-midi, dans le cadre de vos workshop, tant il est sans égal en matière de dimensionnement pour un projet transfrontalier, et naturellement pour les problèmes qu'il nous impose de solutionner:
• Problématique d’homologation réciproque entre France et Suisse des matériels roulants respectifs
• Problématique de l’énergie (système de tension différent, matériel bi-courant)
• Harmonisation des systèmes de sécurité (déploiement ETCS)
• Homogénéisation de la tarification
Vous le voyez: la seconde capitale des Nations Unies vibre à l'unisson des enjeux mondiaux.
Et c'est en vous souhaitant un magnifique congrès que je réitère les vœux de bienvenue du Conseil d'Etat ici, à Genève.

Ladies and gentlemen,
I am very pleased to be here today to launch the Ferroworld forum and I wish to thank you, on behalf of the State Council, for your invitation.
One of the main challenges facing humanity in this new century is that of urban concentration. The world population continues to grow and people increasingly live in sprawling urban areas.
• There will be 9 billion people on planet Earth in 2050
• 2/3 will live in cities by that date, compared to 50% today and only 10% in 1900
• In 1990, the world was home to only 10 cities with over 10 million inhabitants. There will be forty of those in 2030, some with tens of millions of inhabitants.
This phenomenon involves unprecedented logistical challenges. Rail transport could address these challenges, not only in terms of reliability and security of the transport of passengers and freight, but also in terms of environmental footprint.
According to a study by the International Union of Railways (UIC), rail transport produces three to ten times less CO2 emissions than other transport modes.
The phenomenon of urban concentration is not simply about the
emergence of a few global megacities, it is happening on every
continent, in every country, in different proportions.
In this respect Switzerland increasingly comes across as a vast
multipolar city, in which the transport issue plays a pivotal role.
Both for historical and geographical reasons - we are the hub of Europe
- our country has the densest rail network in the world, and we continue
to invest heavily to maintain and develop it. To illustrate this point there
are currently in Switzerland:
• 3100 km of railways representing 10,000 train journeys / day
• 800 stations
• 1 million passengers / day
• 200,000 tons of cargo / day
• Each Swiss inhabitant travels about 2,260 km each year!
With this experience we have developed a specific expertise in key
areas of rail transport and our companies are leaders in terms of railway
research and industrial innovation. Among those companies I’d like to
mention Thurgovian rolling stock manufacturer Stadler and the local
ABB Sécheron in Geneva, one of the world leaders in rail electrical
equipment.
Geneva is alongside Zurich and Basel among the main urban centres in
Switzerland, and it is also struggling with the increase in population and
the development of its urban area. It also has an additional difficulty: this
city of nearly one million people is spanning two countries, France and
Switzerland.
To connect all these French and Swiss residents Geneva understandably opted for railways. With its partners it is building a rail network of 230 km serving no less than 45 stations: the Léman Express. I recommend you use it as a case study in your workshops later today, as it is unrivalled in terms of design for a cross-border project, and of course for the challenges it poses:
• Issue of mutual approval between France and Switzerland for their respective rolling stock
• Issue of energy supply (different voltage system, dual power supplies)
• Harmonization of safety systems (ETCS implementation)
• Standardisation of pricing
In a nutshell: the second capital of the United Nations is at the forefront of global issues.
