For her parents – her mother is a striking former model – it was very important that their children be tall. That meant drinking lots of milk. Things were different for her husband, who she met at age 11 when he moved into her parent’s Irish Catholic neighbourhood. “My husband Joe’s grandmother was Sicilian,” says Demko. “I would always ask for a glass of milk. She was just agog. In Joe’s house, nobody drank milk.”
Demko was 39 when she was diagnosed with a very aggressive breast cancer, and she’s convinced that all the milk she drank played a part. “I’m not saying my history of breast cancer is related solely to dairy intake, but it’s probably a contributing factor,” says Demko. The potential link between cancer and birth control pills also scares her. Now, at age 50, there’s no milk in her San Francisco refrigerator.
Demko is also watching out for her college-aged daughter, whom she’s enlisted in her efforts to organize scientists and learn as much as possible about the potential link between milk and cancer. one summer, her daughter did an independent research project with a scientist at University of California, San Francisco, measuring insulin-like growth facto 1 (IGF-1) in dairy products. IGF-1 has been associated in some studies with increased height as well as cancer.
In October, Demko, a former corporate banker, helped raise funds to bring together about three dozen dairy researchers, from nutritional epidemiologists to dairy scientists, at a McGill and Harvard-sponsored conference.
It was the first time such a diverse group of milk researchers had been brought together under one roof. Practically everyone in the room could agree on several things. First, cow’s milk contains steroid hormones such as estradiol and testosterone, and peptides hormones such as IGF-1. Second, drinking milk has been shown to boost serum levels of certain hormones, particularly IGF-1, in humans. Third, high levels of certain hormones, particularly IGF-1, have been shown to increase the risk of certain cancers.

The secretary-general, pursuant to General Assembly resolution 55/258 and 56/253, hereby promulgates the following:
Section 1
Establishment of the Office of the Ombudsman
The Office of the Ombudsman is established in the Office of the secretary-General to make available the services of an impartial and independent person to address the employment-related problem of staff members. The Ombudsman shall be guided by the Charter, the Staff Regulations and the Staff Rules, as well as by the principles of justice and fairness.
Section 2
Appointment of the Ombudsman
2.1 The Ombudsman shall be appointed by the Secretary-General at Headquarters at the Assistant Secretary-General level, after consultation with the staff.
2.2 The Ombudsman shall serve for a non-renewable five-year term and shall be ineligible for any other appointment in the United Nations after expiration of the term.
Section 3
Terms of reference of the Ombudsman
3.1 The ombudsman shall have direct access to the Secretary-General, as needed, for the performance of his or her functions.
3.2 in the performance of his or her studies, the Ombudsman shall be independent of any United Nations organ or official.
3.3 The Ombudsman, as designated neutral, has the responsibility of maintaining strict confidentiality concerning matters that are brought to his or her attention unless given permission to do otherwise. The only exceptions, at the sole discretion of the Ombudsman, are when there appears to be imminent threat of serious harm.
3.4 The Ombudsman shall have access to all records concerning staff. The exceptions to this are medical records that are not available without the express consent of the staff member concerned and records of an ongoing investigation until all formal proceedings have been completed and an administrative decision taken. Reports of the joint appeals Board shall be routinely sent to the Ombudsman unless the appellant objects.
3.5 The Ombudsman shall not be compelled by any United Nations official to testify about concerns brought to his or her attention.
3.6 The Ombudsman shall have authority to consider of any nature related to employment by the United Nations. The term “conflict” is to be constructed in its broadest sense and includes, inter alia, matters pertaining to conditions of employment, administration of benefits, managerial practices, as well as professional and staff relations matters.

2.3 يلتزم أمين المظالم بالاستقلالية من أي عضو أو مسئول تابع للأمم المتحدة وذلك عند تأدية مهامه.
3.3 كطرف محايد تقع على عاتق أمين المظالم المسئولية للحفاظ على السرية الصارمة المتعلقة بالأمور التي تُجلب إلى عين اعتباره إلا إذا أُعطي الإذن بالقيام بغير ذلك. ويستثنى ذلك فقط عندما يبدو هناك خطر محدق يؤدي إلى أضرار جسيمة وذلك حسب سلطته التقديرية.
4.3 لأمين المظالم سلطة الإطلاع على السجلات الخاصة بالموظفين ماعدا السجلات الطبية الغير متاحة بدون الموافقة الصريحة للموظف المعني وكذلك التحقيقات حتى تكتمل كل الإجراءات الرسمية وتتخذ الإجراءات الإدارية. وترسل تقارير مجلس الطعون المشترك إلى أمين المظالم إلا إذا ما اعترض الطاعن.
5.3 لا يجبر مسئولي الأمم المتحدة على أمين المظالم أن يدل بشهادته الشواغل التي علم أو علمت بها.
5.4 لأمين العام السلطة في النظر في التعارض المتعلق بالعمل في الأمم المتحدة. يمكن تأويل العبارة بأوسع معنى وتضمن جملة أمور ومسائل متعلقة بشروط العمل وإدارة الإعانات وممارسات إدارية فضلا عن مسائل خاصة بعلاقات الموظفين والفئة الفنية.
6.4 يجوز لأمين المظالم الاستماع إلى أي من الأطراف المتنازعة التي تستفيد من خدمته. وتكون كل التفاعلات والتوصيلات مع أمين المظالم طوعية. ويشير أمين المظالم الموظفين إلى سبل جديدة لحل النزاعات.
