И все еще мало контекста Очевидно смысл здесь имеется в виду переносный. Может быть и "потушить" как например в " потушить пламя народного гнева". Может быть и "задавить в зародыше" и еще много чего примерно в том-же ключе но точнее без окружающего текста сказать сложно.
