Spanish term
despacho del alcalde

Hi everyone,
I am translating an article from Chile (to English US) and there is this paragraph with very confusing/unambiguous phrasing with regards to the phrase "despacho del alcalde".
From what I have already researched elsewhere, "despacho del alcalde" seems to be "mayor's office", but in the above paragraph, it is followed by a comma and the name of an official plus "llegó", which is confusing since there are multiple people mentioned and I cannot make the connection between the subject and object here.
Any help is appreciated, thank you.

: I'm not sure what "hasta...llegó" means, though. They approached the mayor's office?

Mayor's office
this is poorly written since several people went to the office (as such it should read "llegaron").
As such, I would rewrite the phrase by listing the names and titles of the visitors ...."arrived at the office of the Mayor Juan Carlos Muñoz.

Example sentence:
List of names and titles "arrived at the office of the Mayor, Juan Carlos Muñoz.
