IMO rather rights than benefits. Showing your "karta pływacka", you could rent a kayak, or a sail boat, etc. Without this certificate, you would not be able to.

Yet, I'm speaking about the past. Possibly, present regulations are not as stringent - depending on location within Poland.

Karta ważna = Certificate valid
do dnia: = until:
.
The expiry date is stamped, in this example: 1st of July, 1960.

In this context: ważna = valid, not "important" - that's for sure.
