Academic paper about the use of carbon credits/the voluntary carbon market by companies in the tourist industry.

Der VCM sieht sich immer wieder mit Enthüllungen um mangelnde Qualität der dort gehandelten Zertifikate konfrontiert... Auch die Reputationsrisiken werden als gering angesehen, da die CO2-Kompensation meist nicht auf erster Ebene kommuniziert, und die Qualität der erwerbenden Zertifikate als hoch angesehen wird.

I wondered if this had something to do with "tier 1" suppliers, but I don't see how that could be relevant here. Could it mean "(to) direct customers"? Or perhaps simply "prominently"? Suggestions very welcome!

Prominently Thanks everyone for your input. I decided to stick with "prominently" in my final translation, and this has been accepted by the customer. (Full sentence: Reputational risks are likewise believed to be low, as carbon offsetting is usually not communicated prominently and the quality of the credits purchased is considered to be high).

@Steffen & for further context The "..." covers two sentences that clarify that it's interviewed companies buying carbon credits whose beliefs are reflected in the final sentence (i.e. these companies believe that reputation risks are low, etc.). Perhaps that was relevant context afterall ...

Thanks for all the contributions so far. I'm still struggling to understand what exactly is meant by "first level", so I'm currently inclined to stick with my idea of "prominently". I don't think that "reporting" is a good fit on this occasion, BTW, as I don't want to confuse marketing (which is what's meant here) with actual environmental reporting. Again, sorry if that wasn't clear.

That said, it would be interesting to see the part you omitted (...) to establish the logical link between the first sentence and the rest of your paragraph.

Based on the rest of the sentence, your suggestion of 'prominently' makes sense - the reputational risk is low because the offsets don't make headlines. That would be my guess.

On the first rung (of the reporting level) should work; a truly bizarre claim from AMM that anyone would want to plagiarise his obviously incorrect answer, as " echelon" is a figurative level used mainly in the abstract, i.e, " the higher echelons of government".
