English term

English Bus/Financial Business/Commerce (general)
Learning Module & Business Conduct Certification - all Staff employees are required to complete. (All Staff employees during annual certification process Mid-November to Mid-December, and staff new hires or those promoted to staff employee positions after annual certification within 30 days of the effective date.

Is this part of sentence correct and conveys the sense : and staff new hires or those promoted to staff employee positions after annual certification within 30 days of the effective date.

Could you give me the paraphrase of this part?

agree Sheila Wilson : although I think the 2nd part is over-specific - we don't know their previous status (could well have been on full-time short-term contract)
