another way of saying it

The customer can choose to give contact details (they opt in by registering) to the store which can then send special offers or "deals" to encourage the customer to make a return visit. Thus they become a repeat customer.
So the "bounceback" is a store loyalty programme of some sort

opted for the "bounce-back" programme

It seems the store is running some kind of programme for customers called "bounce-back." And the customer can opt for that programme. There is an option for him to opt for it.

It has to do with repeat purchases by the customer. The above article reads: "bounceback program can be centered around a card, a printed flyer or even a digital delivery system (e.g., online, app, etc.)"
