Alternative High School student of Region Eight

What kind of High School is called an Alternative High School in relation to the school system in NY? Does the sentance refer to a student residing in Region Eight or could it mean he is a student of an Alternative High School situated in Region Eight? Thanks in advance.

Alternative high schools are for students who have difficulty performing well in regular high schools. A little known movement within public school systems, the creation of alternative schools for at-risk students has been in existence for several years. neutral Refugio : Kim, in my experience many alternative school students are there not because they are academically challenged, but because they need to work for economic reasons and cannot attend a full-time high school.

neutral Margaret Schroeder : Often, their academic difficulty is not due to lack of abilities, but to social and/or behavioural issues. In fact the references you cited are not inconsistent with this interpretation. "Academically challenged" is usually used to mean "less capable".
