Well, as you posted the context, it is easy.
It has a diameter, so it is circular. Blades are not circular.
This is simply the coupling for the blades.
Here is a picture showing a cover accessory you can put on it.

But as you're talking about plate mounted fans, I'd suggest something else. Maybe it's the type of fans where there are two sets of fans in one. View the picture (20V Electric Fan. JPG) here:
