... a reference level of 1 pico watt
It means that the sound pressure level you are dealing with is A-weighted, and is being expressed with reference to 1 pW -- a common baseline level for sound measurement.

Pico Watt
Pico is ten to the power minus 12. 1,000 Nano = 1 Micro. 1,000 Pico = 1 Nano. Noise can also measured/expressed in watts. Not sure what the "re" is but my guess will be "in the region of..".

Could be wrong, I am not a sound/audio expert, but my take on the re part of the equation is that re refers to the radiation of the sound energy, as in how far does the sound of the air conditioner travel.

Las medidas en decibelios siempre expresan el cociente entre dos valores, la magnitud medida y un valor de referencia. 're' delante del un valor de referencia (a menudo van entre paréntesis) se añade tras el valor en decibelios cuando se quiere especificar inequívocamente dicho nivel de referencia.
