what does "off" mean?

three-off means three of the same kind

One-off, two-off, three-off etc. is a way of referring to the numbers of items in lists, e.g. inventories.

Thank you very much for your extremely helpful input. This makes perfect sense. It seems that the term "off" is often used to indicate the quantity of items, even if the quantity is 1. I will wait for the feedback from the client before selecting the most helpful answer.
