A quick read (ingoring the typos) suggests that this civilization uses numbers to refer to their population (maybe a futuristic society)??
The text refers to other numbers such as Ten and Nine and seems to refer to age.

The numbers could refer to age or just an identification for the classes / types of people in this society. Other examples of numbers in the text (I corrected the typos):

Reading the Plot Overview, the emphasis of the book is on AGE, especially age Twelve, so I would say the number Five refers to age, as well as a system of classifying the citizens of this Utopian society (but with the twist at the end.. is it really Utopian)? :-) Regardless, if you are translating this into Arabic, the word for number 5 should do. Shukran! :-)

a (fictional) social classification
You would have to read the original book (The Giver) to understand specifically what this means. It's probably some sort of hierarchical social classification in the fictional society of the novel.
