English term

house rates

English Bus/Financial Printing & Publishing license agreement
A foreign magazine will be issued in Croatian language soon, and this is an excerpt from the contract I am translating... I have no ideas how to translate house rates and open rates... I know they are prices but can someone please elaborate a bit:

...as to additional pages, to make Foreign Language Edition house rates available to LICENSOR on an exchange basis with LICENSOR at LICENSOR’s house rates which should be no less than 50% percent discount off of the open rates founds in the LICENSEE rate card.

discounted rates

I understand it to mean, that there are 2 different rates, internal with discount for licencees and other partners, and open rates for the general public.
Note from asker:

agree John Alphonse (X) : It may be referring to in-house rates as an employee rather than as a subcontracted freelancer at an open rate.
