What exactly is implied by "consignee TO ORDER and notify as per instruction of buyers" ?

Sir

We would appreciate if you would kindly clarify our query.

Party ( India) is Buyer
Party ( UK ) is seller
Party ( Holland ) is shipper.

Party (India) has to make payment to Party UK
and Party UK has to make payment to Party Holland.

Party Holland will ship the goods direct to party India on instructions of Party UK.

In such case How will the B/L be made ?

Reference to the above
Is Party UK - consignor
or it will be mentioned on B/L as " To order of - Notify Party "

Is Party Holland shipper or consignor ?

Party India is consignee
and
Party India has to make payment to UK Party.

Please advise in such case how the B/L will be made.

Bill of Lading should be issued in the name and address of the Consignee

This is a standard expression used to tell how the Bill of Lading (BL) is to be issued. BL is a document which establishes ownership of the goods. Here, you are being asked to get the BL issued in the name of the Consignee. The additional (second) instruction is that the BL should mention who should be notified and how they should be notified, when the goods arrive at the destination.

my undertanding

As I understand it, it must be the consignee stated in an order and notified in the intruction of buyers.

When a buyer place an oder, he/she usually states in the order together with intructions the name and the address of the consignee, the receiver of the commodity to be delivered.

explanation

consignee to ORDER - in this case sender of the goods (consignor) gives information about the consignee separately, not in the body of the B/l (it may be written on the reverse side of the B/l for example)
Notify (Notify PArty)- appointed by the buyer (consignee) in a special instruction too.
This is an instruction how to issue the B/l.

It means that section \"Consignee\" shall contain words \"TO ORDER\"
and section \"Notify Party\" - \"AS PER INSTRUCTION OF BUYERS\"
These are phrases commonly used in shipping documents.
