Without any more context, this could be a simple vest with a pocket to fit a pod, or a full GPS built-in vest. I would use simply the word "vest", as there is no enough info to decide either way, and to describe it further (like GPS vests, etc). If you read the word vest next to computer and software, and rubgy, you understand it is IT related. If you've got more context, use the phrase tracker vests.

satchel

Hello
As this is kit for support staff, I just don't see how it can be "tracker vest" from what we know (you don't track the support staff but the players)
I wonder if it is a satchel for carrying the equipment though, maybe with the detection equipment inside?

neutral Cyril Tollari : I saw that too, i assume that support staff manages the players equipment since they have to collect and compile the data. Satchel is "sac, cartable, and mallette", and that’s it. Brassières are something you wear.
