frettes are usually hoops around cylindrical structures, to reinforce them. The turbine casing may need such reinforcement, and if it consists of several parts, they may combine this hooping function with an assembly and sealing function.
As here (no mention of sealing here, actually, but the frettes serve to both reinforce the cylinder and bolt sections together):

Put a rubber gasket between the two horizontal legs of the angle section and you have a frette d'étanchement.
