actors

Movers and shakers are people that change things, that make a difference. This word simply means actors, not like in a movie though. They mean "[any and all] members (actors playing roles in society, assuming and performing roles/tasks) of the civil society in Congo.

disagree Tony M : CMJ has said it all, though it does seem as if 'civil society actors' may be a dedicated term, perhaps that should have been the question?

participants/stakeholders

When translating documents for international organisations I have used 'actors', bur also 'participants' and 'stakeholders'. I think any of these terms could be correct, depending on the context.
