This is in a description of a project completed by a consultancy in South America:

My first thought was "underwire", but that seems to be "armature". (It seems I should know this one, being female, but I'm at a bit of a loss!)

You were right - it is the underwire and this is confirmed by Le Petit Robert.
Armature however also seems to mean the same thing which is confirmed by the French to English dictionary and Le Petit Robert. They would seem to synonyms.

I think it is the same thing, although "baleine' probably originally meant "bones/boning". The bones are the bits sometimes inserted in the sides of bras, it would seem.

I think underwire, or armature, is the whole thing. The first rods were probably made with whale bones or teeth.
