Venetian plaster technique
I think "Venetian plaster technique" is the English term for "Fleckspachteltechnik"

Venetian plaster is a decorative painting technique used to create an effected stuccoed surface. Invented by specialized craftsmen, the plaster finish originated in ancient Rome and has been used throughout the centuries to modern times. The term Venetian plaster derives from the use of this finish in the palaces of 15th-century Venice. Fortunately, achieving the effect of Venetian plaster is now much simpler and can be done by anyone. Venetian plaster can be put on all flat surfaces, including ceilings.

Stucco Veneziano (Venetian Plaster) - is a decorative paste plaster for interior applications that delivers a highly decorative, encaustic, glossy finish. This is a natural, easy to use, Venetian Plaster.

Note from asker:
Thank you Andrea, this is the term in my opinion, even if for my client I have to use speckling technique to stay consistent with the supplier. |

speckling technique
Not sure about this, Andrew.
Marmorino Plaster
Marmorino is a term used to distinguish a traditional Italian plaster formula comprised of lime and fine marble dust. Materials with other additives, like silica sand, do not meet the Italian requirements for Marmorino.
For a matte surface with light speckling of burnished silica sand
http://www.oleaspecialtyproducts.com/c-how_to_marmorino.html
Marble and lime based decorative plaster finish with black marble stones. For 'Encausto' or 'Stucco Antico' effects. Smooth glossy finish with speckled effect.

Final "speckled" coat:
StoLook Marmorino requires special tools (StoLook Marmorino Spatula Set) for white or tinted "speckling" (other colours are possible). After ca. 3-5 m" (depending on temperature), using gentle pressure, glaze the prepared surface with the hardened, smoothed, and polished edge of the special spatula (surface begins to shine).
Note:
The StoLook Marmorino
"speckling" technique should be executed by a single person, as every applicator has his own style. The glazing can be done by other applicators.

Thanks Kim, thats looks just like what I'm looking for, and neither Ernst or LEo were of any help. |
Hi Kim, further search has shown that only this supplier (Sto) seems to use the speckling technique, otherwise it is a term from optical physics, or handicraft. More general (for non Sto clients) Venetian plaster technique seems a good choice. Thanks Kim for your research. |
