Here is the context:

Wir haben unseren Auftraggeber jedoch über die Ausübung materieller und formeller Gestaltungsmöglichkeiten (Ansatz-, Bewertungs- und Ausweiswahlrechte sowie Ermessensentscheidungen) in Kenntnis gesetzt, Entscheidungsvorgaben unseres Auftragsgebers hierzu eingeholt und diese im Rahmen der Erstellung exakt nach den Vorgaben des Kaufmanns bzw. der gesetzlichen Vertreter ausgeübt.

This is the assignment given to a tax consultant by a limited company to prepare its annual financial statement.

I wonder what "diese" refers to a) Gestaltungsmöglichkeiten (Ansatz-, Bewertungs- und Ausweiswahlrechte sowie Ermessensentscheidungen)?
b) Entscheidungsvorgaben unseres Auftragsgebers [in regard to a)]?

I now realize this issue is key for properly translating the expression as it governs the choice of verb and stuff.

... under financial reporting in the preparation of the annual financial statementS (!) in exact compliance with the requirements stipulated by the Client or its legal representatives.

I think the concept of a Kaufmann under German GAAP (= as defined by the German Commercial Code/HGB) does not come into the picture here. This German term here just serves to point out their Client is a trading company, as opposed to an individual.

If you need a translation of that very technical term regardless: try "merchant under German GAAP" or "trading company".

Michael's answer is a good take as long as "diese" really refers to "Entscheidungsvorgaben unseres Auftragsgebers hierzu", which I am not sure about, even if it is possible.

Regarding "merchant under German GAAP" as a suggested translation of Kaufmann in that specialized sense: really not sure about that any longer (German GAAP refers to HGB-based accounting rules, and it's more of a taxation and company law term, even if showing an interface to HGB accounting). Try "merchant under the German Commercial Code" instead.

neutral Sebastian Witte : I think one might as well think of the taxation/company law term "merchant" as being needed here (I'm not sure ... see my answer on the matter) and this in general is a good take ... I might as well agree, it's just that "merchant" doesn't sound good here
