It's hard to tell what the real context is, but given what we have to work with, I would suggest neutralised or reduced capacity ...or reduced potential for ....

Next time at least let us know that the subject of the sentence is a person. But in any case you've given us far too little information to permit an intelligent solution.

I am not allowed to disclose the suject of the sentence because of the data protection act. In any case, it doesn't make any difference to the rest of the sentence to know that the subject might be Tom, Dick or Harry.

this is the official translation of the 'Deutsche Rentenversicherung' at least.
'aufgehobenes Leistungsvermögen' means that sb can't work more than 3 hours daily acc. to medical reports.

Your pension insurance agency, after consulting the medical reports, will assess if you are partially or wholly incapable of employment. You will receive the pension for complete reduction in earning capacity if you are only able to work for less than three hours per day. If you are able to work more than three hours per day, but not more than six, you will receive a pension for partial reduction in earning capacity. This is only half the amount of the pension for full employment incapacity.
