I know that Abtastung is often translated as sampling, but I am unsure if it applies here. Do signals "sample"?

source is a patent dated 1990 (therefore I assume that Breitband is not what we now know as broadband, but this may be incorrect and in any case irrelevant.)

Not enough context. If "die Anzahl der Abtastungen des digitalen Breitbandsignals" is followed by "pro Sekunde" (or similar), each Abtastung is a "sample".
"Sampling" (also called Abtastung) is the process of making measurements, each of which is a sample.
The Web ref has Abtastung in both senses. Your context will decide which it is in this case.
