I too would like to know whether circumstantial evidence is taken into account or not for squashing questions.
Otherwise there is at least one very notorious abuser who would have all her series of 15 questions a day systematically squashed. Years ago, people used to squash questions for "Kudoz abuse" but that is no longer allowed (ie listed as a valid reason for squashing)

It's not on Proz, but on a similar site, that I know every time either one of two people - I've memorized their names from having seen them so often - in my language pair lands a translation: they flood that place's translation Q&A board with silly questions.
If anyone ever asks me if I know either one's qualification as a translator, in spite of never having seen their work, I have grounds to believe that not only they don't know both source & target languages, but they don't even ... ... she was, at least, abusing my good will (not any more as I decided to filter her questions). Just like Isabel, I am always willing to offer my knowledge and availability helping colleagues, but I am not willing to do their work for free!

It must take about five times longer than translating the job yourself. I guess, here again, foolishness is its own punishment.
It's like making a stew, stealing the steps out of eight recipes and cutting and pasting them together. Very crafty!

A couple of weeks ago one of my questions was deleted because the moderator said I was asking two questions on the same question (city police X state police). I told the moderator I was very angry and disapointed because there's a lot of people who have asked over 600 questions and have not given ONE single answer to help a fellow translator.
Do you know what the moderator said about this? Nothing!!!

It is sad that these situations are reported and NOTHING HAPPENS to those people...
Of course, we could do as Tomas says (yes, in Portugal we also have that saying), but avoiding a problem is NOT SOLVING it, and it usually keeps growing!
Perhaps if asking questions had some "charge", people would think before asking, and mainly avoid asking so many questions on the same subject. THis would also solve issues like Jose commented (people asking questions as if they don't even have a BASIC DICTIONARY. Do you believe people ask questions like "what are LOINS?", when they say they specialize in FOOD AND DAiRY?????!!!!, and another asked about "Falecido"(= Deceased!!!!!????)
Someone here said that doing this doesn't say much of people who do this, but what if those people keep getting jobs because other people do it for them, and those other people, who spend time and care, don't have time enough to search for jobs anywhere else and don't get enough jobs (and therefore, money) to consider becoming a member? ▲ Collapse

But what exactly is your problem here? If you filter her out, you're no longer bothered. The problem is SOLVED.
I believe the transator in question is the one with a problem. Imagine how long it must take to split the source text into a great number of KudoZ questions, post them (an entire form per expression!), consider the answers, pick the answers, fill the gaps somehow, write the translation... must be a nightmare.
This 'abuse' is not and will not be a plague because it's an idiotic thing to do.

We are having the same problem at the French-Spanish forum. The asker even admitted that she doesn't speak / read French: a client asked her to do the translation from French into Spanish and she accepted the job. Consequently, she is not doing the job, she is expecting the Proz collegues to do it.
I told her that she should have never accepted such a job (it is not very professional to accept a job in a language you don't know) and she said she had just wrote to the moderators to... "tell me on"! Unbelievable!
