I wanted to post an answer to a Kudoz question today, only to see that there was no 'Answer' button available. I notice that the asker had directed the question towards members, but previously non-members were also able to answer such questions. Note that this is not new. KudoZ askers may direct their KudoZ questions specifically to answerers who meet certain criteria, one of these being site membership (other criteria includes native language, working or interest language pair, and interest, working or specialty field). Whenever one of these specifications is selected when posting a question, only those matching the criteria selected by the asker will be able to post their answer.

This has never been my experiencein the past. I always remember seeing a message along the lines of 'you do not meet the criteria but may answer if you wish', and have never before encountered the situation where the 'Answer' button was absent. | |

My impression was that there was a box giving the criteria on the top-right of the question, and a message to the effect that you don't meet them but can still propose an answer. If you do give an answer, it is tagged as not being an answerer who meets the criteria. There are also different coloured backgrounds.
Not having an "answer" button at all is new, isn't it? Or is my memory failing me?

I've seen it in the past. If I felt favourably disposed towards the asker and thought I could contribute a useful answer, I put my suggestion in the Discussion field. Given the above example, and given that I can clearly remember being able to answer such targeted questions in the past, there are two possible explanations:
1. There was a glitch in the question that I tried to answer today. I see that this particular question has now been taken down (or perhaps it has been made invisible to non-members!), which suggests that this explanation may be true, or
2. There has been a change in policy regarding targeted questions.

I have been a registered site user since Feb 2008. Although I am not currently a paying member, I have had 2 separate periods of paid membership, so I have seen this from both sides.
My experience of targeted questions is slightly different from Lucia's explanation, but I have always found that those questions that state:

do not allow non-members to post answers, reference comments or peer comments (agree/disagree/neutral). Non-members can only post discussion entries.
This frequently leads to confusion and discussion entries about the targeting of questions.

I also agree with urbom. Cigdem Berret will have been a member at the time she answered the question. The various details have since been updated to reflect her new status, but the answer is of course not removed.
