Can somebody explain the last part of the phrase in other words? Thanks.

The writer has omitted a comma after 'any'. In other words, 'All components must be kept in their original packaging... so that ANCR can assess the components' or Equipment's (sic.) condition, and if ANCR has issued any instructions pertaining to storage, these instructions must be followed.'

The above phrase means that if the recipient finds any defects regarding the Equipment or its components, they should be kept in original packaging in an adequate storage condition, meaning ambient temperature (out of direct sunlight or where there is too much humidity or coldness, etc.) stated by ANCR's instructions, for evaluting the claimed defects.

I looked at Sherin's answer and she has changed the meaning of the sentence from just the components of the equipment to the components of the equipment and the equipment... If the equipment is a bulldozer it would be very hard to keep it in its original packaging..
But I do agree with: "if any, for ANCR's evaluation" If any instructions are issued for the storage of the components.
But generally, if they are in packaging, there is always storage conditions.. Ie; keep below 25deg in a cool dry place.
"any" needs to be put at the beginning of the sentence, "all and any" covers "if there are any" and also means "If there are any, they should all be...."
