These friendly notes appear usually over a so-called "layer" that "floats" over the actual content of the Web site. For mobile user, that can be quite annoying because this "layer" can hide just the content I might want to read. And let's be honest: nobody takes seriously these instructions or reads through even further references to cookie policies, which are of course available via another link. Usually linked anyway only dull to the existing data protection notices. In my very humble opinion, these instructions are "Nonsense in the square" and also a small plague for the Internet. Ustawodawca tego nie precyzuje, trudno zatem rozstrzygnąć czy informacja w stopce strony czy dowolnym innym miejscu nie czyni przepisom zadość w takim samym stopniu jak wyskakujące okienka.
