I am not sure if it is not a mistake, and it should be "lettre de change" instead, but I found 44 pages on Google with that phrase. The context is a s follows:
"la marchandise etait ecoule aupres de bars et restaurants sur le territoire de X. Grand nombre de cheques et de lettres de charge ont ete saisis"

You should change the gloss entry to: lettre de change = bill of exchange.
It doesn't make sense as is.

Almost all those "lettre(s) de charge" are in non-French sites. In most cases I looked at, they really meant "lettre(s) de change".
