Ich würde es mit "law project" übersetzen. Das nächste Stadium wäre dann das "draft law" oder "law proposal", das bereits einen ersten Entwurf darstellt.

Ich habe gerade noch mal bei Google recherchiert. Anscheinend werden \"law project\", \"draft law\" und \"law proposal\" normalerweise gleichgesetzt. In dem obigen Kontext würde aber \"law project\" m.E. sehr gut passen, denn dann könntest du das \"draft\" als Verb verwenden und das Ganze so übersetzen:
So far, the discussion [...] has been purely political. A corresponding law project [or: law proposal] has not even been drafted (yet).
