Hello everyone,
Could you give me a hand with the following phrase, in capitals, which is from a study on the current economic situation in Mexico using a computable general equilibrium (CGE) model?
Cada año se soluciona el modelo con datos oficiales de México, para ello los distintos agentes (productores, hogares, gobierno y resto del mundo) deben respetar sus restricciones presupuestarias: los ingresos y los gastos se capturan completos y, POR CONSTRUCCIÓN, SE IGUALAN, como sucede en la realidad.
I'm wondering if this means the data is weighted?

I suppose, balancing income and spending. Personally I would prefer "design" to "construction".

be equal by construction
Revenues and expenses are equal by construction, i.e., they offset by definition.
They are forced to be equal because they are defined in such a way that the final result is the same for both.
