A principios del siglo XVII Covarrubias recoge la acepción popular 'Ley del encaje' para referirse a «la resolución que un juez toma por lo que a él se le ha encajado en la cabeza, sin tener atención a lo que las leyes disponen». Con el paso del tiempo tal acepción se ha extendido a todo «dictamen o juicio que discrecionalmente forma el juez, sin atender a lo que las leyes disponen»

"saw fit" literally meaning "as he deemed appropriate" but in your context can be extended to cover the arbitrary aspect

The reflexive prefixed by 'a él' implies mainly "based on what he has AmE gotten BrE into his head" plus a bit of "what had been put in his head/mind".
dictamen o juicio que discrecionalmente forma el juez : the judge had been swayed by his or her own internalis/zed opinion as well as by an external agent, such as the arguments of Counsel or by what 'he or she had for breakfast'..
