Iranian Ground Force ranks are based from the beginning on the US Army ones at the time. AFAIK, Attributes such as 'first' or 'second' in, e.g., "Second Brigaders General" (سرتیپ دوم) instead of using the corresponding rank in US Army, i.e., 'Brigadier General' and using it for the rank "Major General" سرتیپ (تمام) is only done in translation from Persian to English.

There is a simple one-to-one correspondence between these consecutive ranks of the two armies (see the above links)

Major سرگرد
Lieutenant Colonel سرهنگ دوم
Colonel سرهنگ
Brigadier General سرتیپ دوم
Major General سرتیپ (تمام)
Lieutenant General سرلشکر
General سپهبد
General of the Army ارتشبد

The problem began when some literal Persian to English translation made up a non-existent "second brigadier general", pushed it between colonel and the brigadier general ranks, and 'shifted up' all the higher ranks correspondences. Unfortunately, many other translators just followed suit.

... As you can see, the erronous 'shifting up' due to the made up rank just 'pushed out' the 'General of Army' which is the literal and exact equivalent of ارتشبد.
