Literalmente sería "sacar a la superficie" o "sacar a relucir" algo que no se ha expresado.

Hay muchas formas naturales de decirlo en español, por ejemplo:

- "desvelar las esperanzas y prioridades"

- "exponer/destacar las expectativas y prioridades"

- "sacar a relucir las ilusiones y necesidades"

sacar a la luz/visibilizar (las expectativas)

They both convey the idea of something unseen (for existing at a depth below the surface, in this case). We might want to consider Spanish too rich for settling for a neutral "expresar" which is absolutely correct, but not the lexical choice in the source text. Then, there's the nuance of options like "sacar a relucir" which have a connotation of their own, and "aflorar" - a tad poetic for the register. Let's go for the equivalent effect while we can! I would check with the client about "hopes" as the context suggests "expectativas y urgencias" is a more likely pair.
