they felt what we proposed was the right next step

Dear colleagues, Happy New Year!
I find it difficult to understand the sentence "they felt what we proposed was the right next step" in the passage below taken from a chapter about counseling.
Might there be something missing? Maybe it should be "they felt THAT what we proposed was the right next step" ?

As we will see, we were in the early stages of developing a capacity to let go of leading, of taking charge of the therapy in favor of supporting the other person’s inherent pathway and process toward health. This is not a passive stance, but one of active attention that was leading us to attune to what our people were bringing rather than formulating our own plan. Then, from the methods most familiar to us, we could offer possibilities for fostering movement toward healing. We offered these with what we might call an appropriate tentativeness, checking with our people’s inner worlds to see *** if they felt what we proposed was the right next step. *** After listening for a while to whatever my person was bringing that day, I might say, “I’m wondering if it feels like moving to sand tray might be helpful. How is that for you?”

Hi, Oliver, you're right... I guess the presence of "what" led me astray... I thought there should have been also "that" before the phrase "what we proposed"...

they thought that our suggestion was a good one to follow

'They felt what' is just another way of saying 'they felt that what'. It's not a mistake.
