Aaargh! I have been fortunate enough never to have come across this phrase before. IMO, it represents yet another abuse of the English language. "Regulatory" is about the process of regulation (e.g. a regulatory framework), it is an adjective and you cannot be compliant with an adjective. =o( The grammatically correct form would be "regulations-compliant" or, better, "compliant with regulations".
