He laid some type of foundation for people to walk on and for equipment to be on since the ground was too sandy. He may have had to do it because the sand was unstable and could not support the weight of the equipment or because they wanted to keep the sand out of the equipment or because they simply wanted a better surface to walk on. In any case, as Tony points out, the material that he put on the ground could have been anything from rock, to concrete, to a platform. In any case, it serves as the foundation.

des centaines de mètres cubes / carrés / linéaires de tout-venant
'base' here means (in the absence of more precise specifying context) roughly the equivalent of 'hardcore', often translated (in context!) as 'tout-venant'. In another context, it might be a concrete base or 'dalle', but I don't believe that is applicable here.
As for the 'hundreds of yards', that COULD be 'CUBIC yards', but I think that is probably the least likely; it might also be an area of 'SQUARE yards'; but possibly most likely is a length of some kind of roadway in 'LINEAR yards' — only the rest of your context will enable you to tell which.

I think Claire has got a good point — although I am making assumptions about the material of this 'base', that may be unwise... although I think there is some precedent for reading it in the same vein as 'road base', i.e. the base material that is laid down to create a roadway.
So concentrating on the function it serves may well be the better solution — just so long as we don't give the possibly errroneous impression that these are actual building foundations, as might be laid in concrete, for example.
