Indeed, it generally concerns all public bodies, state excepted , but both in usage and in Italian law it refers to communes.

Thanks, Alessandra. I had considered "municipalization" but I wasn't sure if "municipalizzazione" meant the same as "comunalizzazione"

agree James (Jim) Davis : I would be careful, this is probably municipalities buying companies that perform the services, rather than having the services performed directly by people employed directly by the municipality. "municipal control" might be better.

According to Italian law, public corporations must to be owned by public bodies. There are some corporations that are in "gestione mista" but, also here, their majority owners have to be public bodies. Thanks for agreeing
