It's not always about mischiefs... This expression can also be used to mean something positive...

The way I see it... ... the person's mind is always thinking of new ways to create mischief. "Una ne fa" is the mischief he actually makes, "cento ne fa" are his plans for more.

A slight variation:
La frase "una ne fa e cento ne inventa" si usa riferendosi a una persona capace di pensare a tante cose, mentre ne realizza altre.
