"Rizza" normally is a mechanical system to hold a gun in place. See the first reference.

I guess here it's used to mean the entire assembly used to move the gun (barrel) for aiming and keep it in position for firing. It's the "traverse and elevation (T&E) mechanism".

If you refer more specifically to a part or subassembly to lock mechanism after setting the position, it could just be called "(T&E) lock assembly" I guess
