Formatting issues in Japanese translation

My company gets regular orders on Network Management files
I recently received Web Pages and inspite of specifying that I need the Japanese files to look and feel like the English Formatting, I just seem to receive plain files, with none of the original Webpage elements.
I have worked with 5 different translators on this and they all seem to be sending me the same non formatted, translated versions saved in HTML formats

The issue is not clear. Try to re-phrase it! Mar 17, 2009

Whether tags in the file you send were colored (formatted)?
Did you send them an .html file or, an .rtf file?
Next,
Did your translators used Unicode font, or which font you asked them to use?
Do they have knowledge of handling tags?
Did your translators save files as ‘Plain text’?
