Inverted commas in open segments.

I mainly translate from German into English and one thing has been bugging me with the Workbench. When I'm typing in an open segment, inverted commas often appear as the German characters. The keyboard is set to UK and the regional settings in the control panel don't seem to make a difference. Anyone else had this problem? Is there a setting in Trados for this?

I'm using Trados 6.0.0.309 with Word 97.
