Can translation agencies collaborate for mutual benefit?

The ProZ.com's mission is to provide tools and opportunities that translators, translation companies, and others in the language industry can use to:
network,
expand their businesses,
improve their work,
experience added enjoyment in their professional endeavors.
While much has been done to deliver on this mission statement to translators, I am under the impression that much more could be done for translation agencies. Learning more about their realities and needs is one obvious path to follow, but I am curious about the issue of collaboration among translation companies.
Can you envision the possibility of translation agencies collaborating and sharing information? What tools and opportunities could ProZ.com provide to assist in this collaboration?
I can imagine agencies seeing each other as rivals, but so are translators, and they find room for working together in certain areas.
Risk management is an obvious area where shared information could provide better protection against predators that target the whole industry. Can you imagine other areas where collaboration could be useful?
I would love to hear your comments on this issue.
